According to a draft of a government economic plan, Russia will let its 
carbon emissions continue to rise through midcentury in the hopes that its 
vast reserves of forests and swamplands will absorb them – a path bound to 
provoke debate at the COP 26 UN climate talks in Glasgow six weeks from now.
