Dear Colleagues,

We would like to invite you to the Global workshop on exchange of data and information in transboundary basins, which will be held from 4-5 December 2019 at the Palais des Nations in Geneva. The workshop will take place back-to-back with the Fifteenth meeting of the Working Group on Monitoring and Assessment (WGMA; 6 December, 2019). The workshop will start at 10 a.m. on Wednesday, 4 December and end at 6 p.m. on Thursday, 5 December.  The meeting of the WGMA will start at 9.30 am and end at 5.30 pm on Friday, 6 December 2019. 

The following topics will be discussed:

  a.. Identifying relevant types of information for exchange for the context, purpose and stage of cooperation; 
  b.. Legal and institutional framework for exchange of data and information; and physical infrastructure for collecting and managing data; 
  c.. Ways to achieve comparability; 
  d.. The specifics of different waters; and 
  e.. How to initiate, progressively changed or broaden participation in data and information exchange; and 
  f.. Sustainability of monitoring and data exchange (finance, technology, institutional responsibilities, robustness etc.) 

Expected participation to the workshop from different regions of the world will make it possible to exchange broadly experience in tackling challenges related to exchange of data and information, benefitting Governments, basin organizations and regional organizations in their particular contexts.

The workshop will consist of plenary presentations and discussion sessions as well as smaller group discussions and exercises.  Working languages will be English, French, Russian and Spanish.

Please find attached the workshop’s concept note (in English; other language versions will be soon made available at the workshop’s web page). A detailed programme of the workshop will be issued in November 2019. The agenda of the 15th meeting of the WGMA and the financial support request form are also attached.

Practical information

Eligible participants from countries with economies in transition and developing countries may apply for financial support to facilitate their participation in the meeting using the financial support request form attached. Requests for financial support should be submitted to the Water Convention secretariat (alexandra.boonekamp at un.org) as soon as possible, but not later than Wednesday, 30 October 2019. No application will be accepted after this deadline. 

Participants requiring entry visas should inform the UNECE secretariat as soon as possible. Since Switzerland is part of the Schengen Zone, obtaining a visa might take up to 5 weeks. Participants needing a visa are therefore requested to submit their application as soon as possible and initiate visa procedures at least four weeks before the meeting.

Nous vous invitons à l'atelier mondial sur l'échange de données et d'informations dans les bassins transfrontaliers, qui se tiendra les 4 et 5 décembre 2019 au Palais des Nations à Genève. L'atelier se tiendra immédiatement après la quinzième réunion du Groupe de travail de la surveillance et de l'évaluation (WGMA ; 6 décembre 2019). L'atelier débutera le mercredi 4 décembre à 10 heures et se terminera le jeudi 5 décembre à 18 heures.  La réunion du GTAM débutera à 9h30 et se terminera à 17h30 le vendredi 6 décembre 2019. 

Les sujets suivants seront abordés :

- Identifier les types d'informations pertinentes à échanger en fonction du contexte, de l'objectif et du stade de la coopération ;

- Cadre juridique et institutionnel pour l'échange de données et d'informations ; et infrastructure physique pour la collecte et la gestion des données ;

- Moyens d'assurer la comparabilité ;

- les particularités des différentes eaux ; et

- Comment initier, modifier progressivement ou élargir la participation à l'échange de données et d'informations ; et

- Durabilité de la surveillance et de l'échange de données (finances, technologie, responsabilités institutionnelles, robustesse, etc.)

La participation attendue à l'atelier de différentes régions du monde permettra un large échange d'expériences sur les défis liés à l'échange de données et d'informations, au bénéfice des gouvernements, des organismes de bassin et des organisations régionales dans leur contexte particulier.

L'atelier comprendra des présentations plénières et des séances de discussion ainsi que des discussions et des exercices en petits groupes.  Les langues de travail seront l'anglais, l'espagnol, le français et le russe.

Veuillez trouver ci-joint la note conceptuelle de l'atelier (en anglais ; d'autres versions linguistiques seront bientôt disponibles sur la page Web de l'atelier). Un programme détaillé de l'atelier sera publié en novembre 2019. L'ordre du jour de la 15e réunion du WGMA et le formulaire de demande de soutien financier sont également joints en annexe.

Informations pratiques

Les participants des pays en transition et des pays en développement qui remplissent les conditions requises peuvent demander une aide financière pour faciliter leur participation à la réunion en utilisant le formulaire de demande d'aide financière ci-joint. Les demandes d'appui financier doivent être adressées au secrétariat de la Convention sur l'eau (alexandra.boonekamp at un.org) dès que possible, mais au plus tard le mercredi 30 octobre 2019. Aucune demande ne sera acceptée après cette date limite. 

Les participants qui ont besoin d'un visa d'entrée devraient en informer le secrétariat de la CEE dès que possible. Comme la Suisse fait partie de la zone Schengen, l'obtention d'un visa peut prendre jusqu'à 5 semaines. Les participants ayant besoin d'un visa sont donc priés de soumettre leur demande dès que possible et d'entamer les procédures de visa au moins quatre semaines avant la réunion.

Мы хотели бы пригласить вас на Глобальный семинар по обмену данными и информацией в трансграничных бассейнах, который состоится 4-5 декабря 2019 года во Дворце Наций в Женеве. Семинар будет приурочен к пятнадцатой встрече Рабочей группы по мониторингу и оценке (РГМО, 6 декабря 2019 г.). Рабочее совещание начнется в 10 ч. 00 м. в среду, 4 декабря, и завершится в 18 ч. 00 м. в четверг, 5 декабря.  Заседание РГМО начнется в 9 ч. 30 м. и завершится в 17 ч. 30 м. в пятницу, 6 декабря 2019 г. 

Будут обсуждаться следующие темы:

- Определение соответствующих видов информации для обмена в контексте, целях и на стадии сотрудничества;

- Правовые и институциональные рамки для обмена данными и информацией и физическая инфраструктура для сбора данных и управления ими;

- Пути достижения сопоставимости;

- Специфика различных вод; и

- Пути инициирования, постепенного изменения и расширения участия в обмене данными и информацией ; и

- Устойчивость мониторинга и обмена данными (финансы, технологии, институциональная ответственность, надежность и т.д.).

Ожидаемое участие в семинаре представителей различных регионов мира позволит провести широкий обмен опытом в решении проблем, связанных с обменом данными и информацией, что принесет пользу правительствам, бассейновым организациям и региональным организациям в их конкретном контексте.

Совещание будет состоять из пленарных презентаций и дискуссионных заседаний, а также обсуждений в небольших группах и упражнений.  Рабочими языками будут английский, испанский, русский и французский.

К настоящему документу прилагается концептуальная записка семинара (на английском языке; вскоре на веб-сайте семинара будут размещены материалы на других языках). Подробная программа семинара будет опубликована в ноябре 2019 года. Также прилагаются повестка дня 15-го заседания РГМО и форма заявки на финансовую поддержку.

Практическая информация

Правомочные участники из стран с переходной экономикой и развивающихся стран могут обращаться за финансовой поддержкой для содействия их участию в совещании, используя прилагаемую форму запроса о финансовой поддержке. Запросы на финансовую поддержку должны быть представлены в секретариат Конвенции по трансграничным водам (alexandra.boonekamp at un.org) как можно скорее ине позднее среды, 30 октября 2019 года. По истечении этого срока заявки приниматься не будут.Участники, которым требуются въездные визы, должны как можно скорее проинформировать об этом секретариат ЕЭК ООН. Поскольку Швейцария входит в Шенгенскую зону, получение визы может занять до 5 недель. Поэтому участников, нуждающихся в визе, просят представить свое заявление как можно скорее и начать визовые процедуры не менее чем за четыре недели до начала совещания.

Quisiéramos invitarle al taller mundial sobre el intercambio de datos e información en las cuencas transfronterizas, que se realizará los días 4 y 5 de diciembre de 2019 en el Palacio de las Naciones en Ginebra. El taller tendrá lugar inmediatamente después de la decimoquinta reunión del Grupo de Trabajo sobre Monitoreo y Evaluación (WGMA; 6 de diciembre de 2019). El taller comenzará a las 10.00 horas del miércoles 4 de diciembre y finalizará a las 18.00 horas del jueves 5 de diciembre.  La reunión del WGMA comenzará a las 9.30 horas y finalizará a las 17.30 horas del viernes 6 de diciembre de 2019. 

Se discutirán los siguientes temas:

- Identificar los tipos de información pertinentes para el intercambio en el contexto, propósito y etapa de la cooperación;

- Marco jurídico e institucional para el intercambio de datos e información; e infraestructura física para la recopilación y gestión de datos;

- Formas de lograr la comparabilidad;

- Los detalles específicos de las diferentes aguas; y

- Cómo iniciar, cambiar progresivamente o ampliar la participación en el intercambio de datos e información; y

- Sostenibilidad del seguimiento e intercambio de datos (finanzas, tecnología, responsabilidades institucionales, solidez, etc.).

La participación prevista en el taller de diferentes regiones del mundo permitirá intercambiar una amplia experiencia en la solución de los problemas relacionados con el intercambio de datos e información, lo que beneficiará a los gobiernos, los organismos de cuenca y las organizaciones regionales en sus contextos particulares.

El taller consistirá en presentaciones plenarias y sesiones de discusión, así como discusiones en grupos más pequeños y ejercicios.  Los idiomas de trabajo serán el español, el francés, el inglés y el ruso.

Se adjunta la nota conceptual del taller (en inglés; las versiones en otros idiomas estarán disponibles próximamente en la página web del taller). En noviembre de 2019 se publicará un programa detallado del taller. La agenda de la 15ª reunión de la WGMA y el formulario de solicitud de apoyo financiero también se adjuntan.

Informaciones prácticas

Los participantes elegibles de países con economías en transición y países en desarrollo pueden solicitar apoyo financiero para facilitar su participación en la reunión utilizando el formulario de solicitud de apoyo financiero adjunto. Las solicitudes de apoyo financiero deberán presentarse a la Secretaría de la Convención sobre el Agua (alexandra.boonekamp at un.org) tan pronto como sea posible, no más tarde del miércoles 30 de octubre de 2019, utilizando el formulario adjunto de solicitud de ayuda financiera que deberá estar debidamente firmado y sellado por el funcionario que lo autorizó. No se aceptará ninguna solicitud después de este plazo.

Dado que Suiza forma parte de la zona Schengen, la obtención de un visado puede tardar hasta 5 semanas. Si necesitara una carta de invitación a los fines del visado, hágalo constar claramente en el registro. Por consiguiente, se solicita a los participantes que necesitan un visado que presenten su solicitud lo antes posible e inicien los procedimientos de visado al menos cinco semanas antes de la reunión.
