                       NRPTT: Kurd massacre common responsibility
                              11 October 2019 – On the third day of Turkey's 
Operation Peace Spring against the SDF forces in Northern Syria, the numbers 
speak for themselves: at least 342 SDF soldiers, 4 allied soldiers, 1 
Turkish soldier, and at least 15 civilians on both sides have already lost 
their lives. Various sources, among which the UN, estimate 100.000 people 
have already fled their homes in the region and the operation has led to the 
closure of some of the area's main hospitals. In Turkey, Interior Minister 
Suleyman Soylu said 121 people are in custody for expressing critical 
opinions on the military operation on social media, while nearly 500 people 
are under investigation for "insulting" Turkey as an "invading" country.

                       Marcello Viola v. Italy

                              The European Court of Human Rights (ECHR) on 
Tuesday rejected Italy’s request for referral in Marcello Viola v. Italy, 
making the judgement in the case final. The court, in June, held that Italy 
violated Article 3 of the European Convention on Human Rights by imposing an 
irreducible sentence of life imprisonment (ergastolo ostativo), the effect 
of which was to preclude release on licence and access to other reductions 
of sentence and alternatives to custody for prisoners who did not satisfy 
the requirement to cooperate with the judicial authorities.

                       Repeated threats and purge of opposition grassroots 
members by Hun Sen authorities

                              As the November 9 date of announced return 
from exile of CNRP leader and Member of the Honorary Presidency of the 
Nonviolent Radical Party, Transnational and Transparty, Sam Rainsy and other 
leading members of the Party is rapidly approaching, CNRP members are being 
arrested on a daily basis in the country. Anyone expressing support of the 
return of  Sam Rainsy will be arrested and charged as accomplices. Comments 
and posts on social media are also closely monitored. Prime Minister Hun Sen 
has publicly announced that the armed forces will be deployed on November 9 
when Mr. Sam Rainsy and other CNRP leaders living in exile return to 
Cambodia, accompanied by MEPs and other politicians from different 
countries.

                              QUARTZ, October 3rd, 2019- No anonymity here: 
China is taking every measure it can to verify the identities of its over 
850 million mobile internet users. From Dec. 1, people applying for new 
mobile and data services will have to have their faces scanned by telecon 
providers, the Ministry of Industry and Information Technology said in a 
Sept. 27 statement.

                       “Eradicating torture in Europe”

                              The President of the Council of Europe’s 
Committee for the Prevention of Torture and Inhuman or Degrading Treatment 
or Punishment (CPT), during a joint meeting of the Parliamentary Assembly’s 
Committee on Legal Affairs and Human Rights highlighted major challenges 
faced by the CPT including its relations with the United Nations 
Subcommittee on Prevention of Torture (SPT), as well as the concept of 
investigative interviewing by the police and procedural safeguards against 
police ill-treatment.

                              The Vice-President underlined in particular 
the exceptional nature of “public statements” issued by the CPT on the 
Russian Federation

                              due to the lack of action by the Russian 
authorities to eradicate the widespread phenomenon of torture and other 
forms of ill-treatment by law enforcement agencies in the Chechen Republic 
and other republics of the North Caucasian region.
