The European Parliament declares climate emergency
The European Parliament on Thursday approved a
resolution declaring a climate and environmental emergency in Europe and
globally. They also want the Commission to ensure that all relevant
legislative and budgetary proposals are fully aligned with the objective of
limiting global warming to under 1.5 °C.
In a separate resolution, Parliament urges the
EU to submit its strategy to reach climate neutrality as soon as possible,
and by 2050 at the latest, to the UN Convention on Climate Change. MEPs also
call on the new European Commission President Ursula von der Leyen to
include a 55% reduction target of greenhouse gas emissions by 2030 in the
European Green Deal.

International migrants: money sent home
In its latest global report , IOM estimates
that the number of international migrants in 2019 is 270 million and that
the main destination remains the USA with 51 million migrants: a global
figure that has increased by 0.1% compared to its previous Report, which
means that the majority of the world's population - 96.5% - lives in their
own country. Most of them come from India (17.5 million people), followed by
Mexico (11.8 million people) and China (10.7 million people). International
remittances also increased to $689 billion in 2018 and the top beneficiaries
are India ($78.6 billion), China ($67.4 billion), Mexico ($35.7 billion) and
the Philippines ($34 billion). The United States remained the top
remittance-issuer, at $68 billion, followed by the United Arab Emirates
($44.4 billion) and Saudi Arabia ($36.1 billion).

Even if countries meet commitments made under the
2015 Paris Agreement, the world is heading for a 3.2 degrees Celsius global
temperature rise over pre-industrial levels, leading to even wider-ranging
and more destructive climate impacts, warns a report from the UN Environment
Programme, released on Tuesday.
The annual Emissions Gap Report which compares
where greenhouse gas emissions are heading, versus where they need to be,
shows that emissions need to fall by 7.6 per cent each year over the next
decade, if the world is to get back on track towards the goal of limiting
temperature rises to close to 1.5 degrees Celsius.

FOURTH PLENUM CCP – EXPORTING CHINA'S TOTALITARION
POLITICAL SYSTEM
At the end of October, the Chinese Communist
Party (CCP) summoned 300 of its Central Committee members to hold the Fourth
Plenum of the 19th Communist Party Congress - a significant event that
provided important details about the CCP's strategic goals and specific
steps to realize them, as well as metrics for measuring progress.
The document expounds 13 ostensible
superiorities of the Chinese socialist system, which the CCP believes can be
used to replace the inferior Western liberal democracy system. In fact, the
fifth modernization is not about closing the gaps or catching up to the
West, as were the previous four, but instead is a path to global
governance - in other words, to use China's socialist system to end
capitalism.

The lack of shared responsibility for Europe in the
reception centers of the Greek islands
UN High Commissioner for Refugees Filippo
Grandi urged Greece to implement urgent measures to tackle the severe
overcrowding in the Greek Aegean islands, stressing the need for European
accountability after a three-day visit to the island of Lesbos and to
Athens. His requests were: the tackling of overcrowding on the islands;
ensuring an efficient and fair asylum process; and ensuring the protection
of 5,000 unaccompanied children now in the country, most of them living in
precarious conditions. On Lesvos, Grandi said he witnessed “extremely
disturbing” conditions at the Moria reception centre which now hosts 16,100
asylum seekers — seven times over capacity. Through the European
Commission-funded ESTIA programme UNHCR and the Greek government are
supporting some of the most vulnerable asylum seekers – many of whom go on
to be recognized as refugees – with 25,500 places in apartments across
Greece, in partnership with mayors and NGOs. Some 80,000 asylum seekers and
refugees receive monthly cash assistance through the same programme.
