report has a reflection by former UNEP Executive Director
*Liz<BR>Dowdeswell.*<BR> <BR>The approach is to build on the work of
clustering environmental<BR>conventions started by *Klaus Toepfer* when he
was the Executive Director<BR>of UNEP and continued with success by *Achim
Steiner* when he was Executive<BR>Director of UNEP creating the super COP
on chemicals and waste, which<BR>provides a proof of concept that we could
rally around for the other parts<BR>of the Triple Planetary Crisis of
climate change, biodiversity, and<BR>chemicals and waste. Achim Steiner
went on, as you know, to initiate the<BR>process of clustering the
biodiversity convention, which his successor did<BR>not
continue.<BR> <BR>With the UN 80 Initiative suggesting that the
UNFCCC be placed under UNEP,<BR>the possibility of revisiting the idea of
clustering MEAs has been reopened.<BR> <BR>The report collects
