слушания в рамках консультативных процедур по обязательствам государств в
отношении изменения климата завершились в пятницу. “<B>Слушания в Международном
суде ООН </B>(ICJ), которые состоялись всего через неделю после Бакинской
конференции по изменению климата, предоставили еще одну возможность наметить
курс для амбициозных действий в области климата в это критическое десятилетие”,
- пишет ENB. Суд заслушал заявления 96 государств и 11 международных

<B>Конвенции ООН по борьбе с опустыниванием</B> (КБОООН). ENB сообщает, что,
хотя “стороны не смогли прийти к согласию относительно того, начинать ли
переговоры о новых рамках борьбы с засухой или о юридически обязательном
протоколе”, они приняли процедурное решение, в котором согласились продолжить
обсуждения на основе достигнутого прогресса с целью принятия решения на КС 17.

аналитический <B>отчет по второй глобальной оценке биоразнообразия и
экосистемных услуг.</B><BR><BR>9 декабря перед МПБЭУ-11 был проведен День
заинтересованных сторон. Представители научных кругов, коренных народов и

прочих вопросов, взаимосвязь и оценку преобразующих изменений, вовлечение
заинтересованных сторон и самоорганизующиеся сети, внедрение результатов МПБЭУ в

состоялось 68-е заседание Совета <B>Глобального экологического фонда </B>(ГЭФ).
В первый день Совет утвердил рабочую программу на сумму более 560 миллионов
долларов США, которая включает в себя проекты и программы по химическим
веществам и отходам. Члены также рассмотрели и одобрили Отчет ГЭФ о мониторинге
за 2024 год, в котором раскрыты положительные достижения в исполнении портфеля и
повышении эффективности проектов и программ за период с 1 июля 2023 года по 30
июня 2024 года.<BR><BR>Предстоящие недели<BR><BR>Заседание Совета ГЭФ продлится

биоразнообразия</B> (GBFF).<BR><BR>На горизонте<BR><BR>После спокойных
(Северных) зимних каникул Постоянный комитет <B>Конвенции о международной
торговле видами дикой фауны и флоры, находящимися под угрозой исчезновения
</B>(СИТЕС), проведет свое 78-е заседание в Женеве в течение первой недели
февраля 2025 года. Постоянный комитет СИТЕС обеспечивает политическое
руководство в отношении осуществления Конвенции и контролирует управление
бюджетом Секретариата. Он также координирует и контролирует работу Комитетов
СИТЕС по растениям и животным, выполняет задачи, возложенные на него КС, и
разрабатывает проекты резолюций для рассмотрения КС.<BR><BR>

<P class=MsoNormal>Just like incremental emissions push the climate towards
dangerous tipping points, causing more frequent and severe extreme weather and
more intense and prolonged slow onset events such as droughts, incremental
policy steps in multilateral negotiations can build platforms we need for
collaborative approaches to address these challenges. While some had hoped the
UN desertification conference (<A
href="https://enb.iisd.org/convention-combat-desertification-unccd-cop16"
target=_blank>UNCCD COP 16</A>) would launch negotiations on that treaty’s first
protocol, parties <A
href="https://enb.iisd.org/convention-combat-desertification-unccd-cop16-13Dec2024"
target=_blank>did agree</A> to continue discussions on options to address
drought with a view to adopting a decision at COP 17. <U></U><U></U></P>
<P class=MsoNormal><U></U><U></U> </P>
<P class=MsoNormal>While undoubtedly incremental, this success is far from
guaranteed. As the deadlock over some issues at the <A
href="https://enb.iisd.org/baku-un-climate-change-conference-cop29-summary"
target=_blank>Baku Climate Change Conference</A> showed, progress from a
previous COP can be wiped out if negotiators cannot agree on a way forward. In
Baku, parties could not even agree to capture discussions on the mitigation work
programme and the just transition work programme. This means that to advance
those issues, negotiators will have to “<A
href="https://sdg.iisd.org/news/halfway-point-webinar-updates-on-week-one-of-cop-29-talks-previews-week-two/"
target=_blank>start anew</A>” at the June session of the UNFCCC Subsidiary
Bodies.<U></U><U></U></P>
<P class=MsoNormal><U></U><U></U> </P>
<P class=MsoNormal>Today’s issue of <I>ENB This Week </I>reflects on incremental

<P class=MsoNormal>Convening in mid-November, the <A
href="https://enb.iisd.org/un-world-data-forum-2024-summary" target=_blank>Fifth
UN World Data Forum</A> painted a “vision of an innovative, inclusive, and
enabled data ecosystem supporting sustainable development for all,” according to
<I>ENB</I>. The Forum adopted the <A
href="https://unstats.un.org/sdgs/hlg/Medellin%20Framework%20for%20action%20on%20data%20for%20sustainable%20development.pdf"
target=_blank>Medellín Framework for Action on Data for Sustainable
Development</A>, which intends to update the Cape Town Global Action Plan from
the first World Data Forum in 2017, “to reflect the dynamic and evolving
discussions on data for sustainable development.”<U></U><U></U></P>
<P class=MsoNormal><U></U><U></U> </P>
<P class=MsoNormal>The <A
href="https://enb.iisd.org/ittc60-international-tropical-timber-council"
target=_blank>60th session</A> of the International Tropical Timber Council
(ITTC) took place from 2-6 December. Delegates adopted decisions advancing
preparations for renegotiation of the International Tropical Timber Agreement
(ITTA) and extended the Executive Director’s term. Members also “<A
href="https://enb.iisd.org/ittc60-international-tropical-timber-council-summary"
target=_blank>reaffirmed</A> the central role of sustainable tropical timber
trade in meeting global environmental and development objectives through the
formalization of its programmatic approach to projects.”<U></U><U></U></P>
<P class=MsoNormal><U></U><U></U> </P>
<P class=MsoNormal>Oral hearings in the <A
href="https://enb.iisd.org/events/international-court-justice-climate"
target=_blank>advisory proceedings</A> on the obligations of States with respect
to climate change concluded on Friday. Convening just a week after the <A
href="https://enb.iisd.org/baku-un-climate-change-conference-cop29-summary"
target=_blank>Baku Climate Change Conference</A>, “the hearings at the
International Court of Justice (ICJ) provided yet another opportunity to set the
course for ambitious climate action in this critical decade,” <I>ENB </I>writes.
The Court heard statements from 96 States and 11 international organizations,
presenting legal arguments on States’ obligations under international law – and
legal consequences of their breach – especially with regard to future
generations and small island developing States (SIDS) that are particularly
vulnerable to the adverse effects of climate change.<U></U><U></U></P>
<P class=MsoNormal><U></U><U></U> </P>
<P class=MsoNormal>The role of the UNFCCC and the Paris Agreement on climate
change, human rights law, customary international law, and general principles of
international law in defining the scope of States’ obligations was among the
central issues discussed. Speakers also debated the point in time at which
knowledge of the adverse impacts of greenhouse gas (GHG) emissions gave rise to
States’ duty of due diligence to prevent harm to the environment. Divergence in
perspectives was prominent with respect to the legal consequences of breaching
those obligations. Some pointed to the climate regime’s non-punitive approach to
compliance, while others underscored the customary rules of State
responsibility, including obligations to cease wrongful conduct and provide
reparations.<U></U><U></U></P>
<P class=MsoNormal><U></U><U></U> </P>
<P class=MsoNormal>The ICJ is expected to deliver its advisory opinion in open
court sometime in 2025.<U></U><U></U></P>
<P class=MsoNormal><U></U><U></U> </P>
<P class=MsoNormal>The <A
href="https://enb.iisd.org/convention-combat-desertification-unccd-cop16"
target=_blank>16th session</A> of the Conference of the Parties (COP 16) to the
UN Convention to Combat Desertification (UNCCD) wrapped up on Saturday. <I>ENB
</I>reports that, while “parties were unable to agree on whether to begin
negotiations on a new drought framework or a legally binding protocol,” they
adopted a procedural decision in which they agreed to continue discussions on
the basis of progress reached, with a view to adopting a decision at COP 17. The
COP also adopted key decisions on the participation of civil society
organizations (CSOs), gender, agriculture and rangelands, and the science-policy
interface.<U></U><U></U></P>
<P class=MsoNormal><U></U><U></U> </P>
<P class=MsoNormal>The Intergovernmental Science-Policy Platform on Biodiversity
and Ecosystem Services (IPBES) <A
href="https://enb.iisd.org/intergovernmental-science-policy-platform-biodiversity-ecosystem-services-ipbes11"
target=_blank>wrapped up</A> its 11th meeting in Windhoek on Monday. Delegates
<A
href="https://enb.iisd.org/intergovernmental-science-policy-platform-biodiversity-ecosystem-services-ipbes11-16dec2024"
target=_blank>approved</A> two assessments: on the
biodiversity-water-food-health nexus; and on the underlying causes of
biodiversity loss, determinants of transformative change, and options for
achieving the 2050 vision for biodiversity. <U></U><U></U></P>
<P class=MsoNormal><U></U><U></U> </P>
<P class=MsoNormal>They also approved the scoping report of the second global
assessment on biodiversity and ecosystem services.<U></U><U></U></P>
<P class=MsoNormal>IPBES-11 was preceded by a <A
href="https://enb.iisd.org/intergovernmental-science-policy-platform-biodiversity-ecosystem-services-ipbes11-9dec2024"
target=_blank>Stakeholder Day</A> on 9 December. Representatives from
scientific, Indigenous, and local communities, and civil society organizations
discussed, among other issues, the nexus and transformative change assessments,
stakeholder engagement and self-organized networks, the uptake of IPBES outputs
in Africa, and the outcomes of the IPBES Youth Workshop 2024.<U></U><U></U></P>
<P class=MsoNormal><U></U><U></U> </P>
<P class=MsoNormal>Convening virtually, the <A
href="https://enb.iisd.org/global-environment-facility-council-meeting-68"
target=_blank>68th meeting</A> of the Global Environment Facility (GEF) Council
kicked off on Monday. On <A
href="https://enb.iisd.org/global-environment-facility-council-meeting-68-16dec2024"
target=_blank>day one</A>, the Council approved a USD 560 million+ <A
href="https://www.thegef.org/sites/default/files/documents/2024-11/EN_GEF.C.68.04_Work%20Program%20for%20GEF%20Trust%20Fund.pdf"
target=_blank>work program</A>, heavy with projects and programs on chemicals

Standing Committee of the Convention on International Trade in Endangered
Species of Wild Fauna and Flora (CITES) will hold its <A

during the first week of February 2025. The CITES Standing Committee provides
policy guidance concerning the implementation of the Convention and oversees the
management of the Secretariat’s budget. It also coordinates and oversees the
work of the CITES Plants and Animals Committees, carries out tasks given to it
by the CoP, and drafts resolutions for consideration by the
CoP.<U></U><U></U></P>
