<P>Dam-based hydropower plants (HPPs) present risks in both wartime and
peacetime. Today, the main site of concern in Ukraine is the Dnipro hydropower
cascade (whose reservoirs supply two-thirds of the country’s population). A
breach of just one of the cascade’s dams could provoke a humanitarian
catastrophe, loss of life, and large-scale destruction. In this article, we will
analyze military aspects of the risks of hydropower.</P>
