negative or critical commentary about the agency and its top officials, 
poses a grave threat to free speech. Under the guise of "protecting" ICE 
agents and facilities, this program threatens to stifle political dissent, 
especially in light of the Trump administration's hostility toward 
immigrants and its ongoing attacks on the First Amendment. Simply 
criticizing ICE online should not be treated as a threat.
