It will be followed by the thirteenth meeting of the Task Force on Water and Climate under the Water Convention on 19 October 2022. Both events will be organised in a hybrid format, with participants present in the Palais des Nations, Geneva and those unable to join in person connected remotely. We kindly ask you to facilitate nomination of the relevant representatives from your countries and basins responsible for water management, agriculture and climate change to participate in the afore-mentioned events. Please find attached the information note of the global workshop and annotated agenda of the thirteenth meeting of theTask Force on Water and Climate. The working languages of the events will be English, French, Spanish and Russian. News of the world environment NEWSLETTER | SEPTEMBER 9, 2022 Lessons from the Heat Wave For two nights over the Labor Day weekend, my family slept outdoors, in tents set up in our backyard. This was not just for fun; it was simply too hot inside. Our old house in the Berkeley hills of Northern California, with its massive picture windows and lack of cooling, wasn?t built for extreme temperatures. Even at night, all the rooms were uncomfortably warm. During the day this week, we set up work stations in the relative cool of the basement. In the evenings, to keep energy demand low, we have been having dinner by candle and lamplight. Temperatures have cooled somewhat in the Bay Area now, but much of the US West is blanketed in heat. Farmworkers are collapsing in fields, delivery drivers are tripping and burning their hands on the asphalt, and wildfires are raging once again. Outside the United States, millions of Pakistani people have been rendered homeless by the monstrous floods, while many of Europe?s rivers have shrunk to alarming levels. Global warming is hitting us all differently, and some of us have been luckier than others at riding out its impacts. But this heat wave was a punishing reminder that climate chaos is here. How can we ride out this crisis in a way that is just and equitable? In all these years of reporting on the state of our changing world, the only clear answer I?ve found is this: by building community, by cooperating. And though even that simple solution may feel far away sometimes, we saw a good example this week, when people across California cut down on power use in response to emergency alerts. During peak demand hours, a simple request, followed by a simple gesture, prevented blackouts in the state. It?s a small start, but definitely something to keep in mind. Most people want to do the right thing. And many of them will, if given the chance. I?ll take that. I?ll take anything that offers us hope during these difficult times. This is well-established, and UWEC Work Group has previously examined the consequences of the draining of the Oskll reservoir. In this issue, UWEC?s editorial team has collected a variety of opinions on possible solutions for Irpin River management. Readers will recall that at the beginning of the invasion a dam was blown up in Kyiv suburbs, resulting in flooding of the river and nearby villages. The dam was destroyed in order to stop the advance of enemy troops. Today?s active disputes about the flooded Irpin River will contribute to tomorrow?s development of balanced decisions about the area?s future. a.. Plans to rebuild Ukraine shaped by solutions for Irpin The war?s impacts on rivers are difficult to capture and analyze until the conflict has ended. That said, we can draw some preliminary conclusions today. Briefly the background. About a month after the start of the war, a split occurred between the Russian-speaking environmental community and the google group (International Socio-ecological Union, ISEU, ????????????? ?????????-????????????? ????, one of the oldest and largest conservation communities in post-Soviet space). Some part of members found themselves under the influence of Kremlin propaganda and refused to adequately assess the terribly tragic events in Ukraine caused by the treacherous military actions of the Russian army. The ISEU group threatened to cease its existence due to conflicts arising in each message. Then we (I and Svyatoslav Zabelin, the coordinator of the ISEU) decided to create a separate community and google group, dedicated to discussing this war which does not accept people who think about this war in an inadequate way. That's what we did, we created a mailing list with the title ?Environmental Negative Consequences of the War?, ENCW group (an international environmental group which is dedicated to monitoring, informing and combating the negative consequences for the environment, wild nature, and public health caused by military actions) https://groups.google.com/g/envwar-consequences/about The ENCW group included Russian, Belarusian, and Ukrainian environmentalists. Although there are not so many citizens of Ukraine there for obvious reasons (after the outbreak of the war, many contacts in the nature conservation professional sphere between Russian and Ukrainian communities have been broken off). But due to not the presence of inadequate people who denied the war crimes of the Russian government, we began to constructively discuss the topic of war and the damage to the environment that occurs from it. A while after the launch of the ENCW group (possibly as a consequence of its creation), an important new project was founded, which was launched by several participants of this group. They launched a new edition of the press, a journal, with a professionally made website, entitled ?Ukraine War Environmental Consequences Work Group?, UWEC. At the moment, the journal has published five issues, each can be read in English, Ukrainian and Russian languages. The fact is, that there are practically no websites on the Russian-speaking Internet where people from Russia and Ukraine together can constructively and safely discuss the topic of war between each other, where they can discuss news and share emotions. The UWEC journal should not be considered an analog of the google group. The journal is a source that concentrates on the main thing in itself, it can preserve history, facts, expert opinions, and links to primary sources in its publications. That is, it can create constructive opportunities for a variety of environmental work in the future dedicated to the solution of the problems. It can focus its articles on audience requests and include materials from experts from this audience in these publications. The journal can guide the course of problems solution when the article collects a massive of information and offers a specific strategy or action plan. The journal can be a source of communication with representatives of the authorities on both sides of the conflict. It can be a coordinator in the organization of citizens in some projects on the ground (mailing list can already be connected here). In general, the UWEC journal on the problems, which the guys began to lead, is a very important matter, and it can play an extremely important role in the post-war reconstruction of Ukraine. And also in bringing this work to other conflict territories. As its founders write, they will not be limited only to Ukraine, perhaps they will work on other military conflicts. The UWEC was started by covering the damage to the environment and wildlife of Ukraine caused by the military actions of the Russian Army. It also writes about the damage from this war to other countries. Thus, in Russia itself and around the world there are a lot of specific and significant negative consequences for nature and the environment caused by this war and the policy of the Russian government. Meanwhile, it has not yet been accepted to bring into the world the coverage of environmental damage from wars. At the moment of war, everyone forgets about the environmental crisis, generals and politicians have the floor, and everyone else falls silent. To remind all parties of the conflict and the whole society about the catastrophic damage that military actions cause to the Earth Nature and people - is a contribution to sobering up the authorities of the conflict parties, it is a contribution to the advent of peace. After the end of the war, the work of this press can have a direct influence on the organization of the restoration of the environment and Nature destroyed by the war. It is already clear that the front of restoration work in Ukraine will be huge. The natural ecosystem restoration after the cessation of hostilities in the country will probably be among the key objectives on the environmental agenda in Ukraine. But to ensure the region weathers the storm of climate breakdown ? and maintains water, energy and food security ? more must be done to mobilize finance among Arab States. This is the focus of the fourth of five Regional Finance Forums, taking place in Beirut, Lebanon, on 15 September, which aims to accelerate this kind of progress by showcasing bankable projects with a view to accelerating implementation in the region. (Register here). The projects presented within the forum, to be catalyzed by innovative forms of finance and regional initiatives, can create opportunities for public and private investment. This follows the Finance Forum in Latin America and the Caribbean, held in Santiago, Chile earlier this month, with a focus on the need for public and private finance and different financing mechanisms to strengthen human capital, creating green jobs, addressing inequalities and building resilient economies ? while driving the clean energy transition. The high cost of energy infrastructure is currently delaying the region?s transition to net zero emissions, and calls for more investment in electricity storage and transmission, delegates agreed. Legal certainty and regulatory frameworks and improved interest rates are also essential to increasing investments. Innovating blended public-private financing mechanisms can help to reduce risks. A number of projects ready to be financed in the areas of climate change, environment, water and energy were presented in the forum. The process of project preparation and building the narrative of champion projects in Latin America and the Caribbean ready to be funded will continue until COP27. Electromobility was also a major focus, as a lack of research and development and human capital has made it hard to cut emissions from transport in the region. There was a consensus during the meeting that Latin America and the Caribbean cannot be just an exporter of raw materials such as copper and lithium, but also needs to develop productive and technological capacities at home. The forums are convened by the High-Level Champions, the Egyptian COP 27 Presidency, and the UN Economic and Social Commission. The final forum takes place in Geneva, Switzerland on 17 October. Climate Week NYC Making good on promises ? proving that ambitious targets are for real and being backed by immediate implementation ? is the theme of this year?s Climate Week NYC, on 19-24 September. Thousands of businesses, investors, cities and regions are taking action to halve emissions within this decade and build resilience, but thousands more are not. The events the High-Level Champions are taking part in over the week aim to change this, and to elevate attention on resilience work to the level of mitigation. Among them, the Champions on 20 September are taking part in a ?nature positive for a net zero future? investor convening, which will underline actions that financial institutions should be taking to tackle commodity-driven deforestation; and hosting a workshop, Action After Impacts, which focuses on actions businesses are already taking and how they can be scaled up. The Champions are also hosting a summit on 21 September with Michael R. Bloomberg, convening business, finance, government, civic and cultural leaders. It aims to ensure the fulfilment of promises and drive radical collaboration, and highlight the need to accelerate the mobilization of capital. Other events include an in-person meeting of Marrakech Partnership stakeholders to collectively respond to developments during Climate Week and discuss strategic coordination leading up to COP. How To Put Solutions Into Action In Africa Africa is often thought of as a continent of problems related to climate change ? in terms of adaptation, resilience and mitigation. But its wealth of resources ? from renewable energy sources, to rare earth needed for low-carbon technologies, to nature and biodiversity ? makes it a huge and crucial part of the solution. Making the most of this potential requires dedicated work from national, regional and local governments, investors, businesses, civil society and others within this decade, with a holistic approach, a stronger focus on implementation, the translation of commitments into action, mobilization of finance, and localization. This was the High-Level Champions? opening message at Africa Climate Week this month, which worked to spur action by creating an open and reflective space in which to discuss how to unlock shared opportunities and manage shared risks. The climate week, held in Libreville, Gabon, drew an attendance of more than 2,300 people. Over the week, delegates explored solutions including: High-quality carbon credits: Strengthening the integrity of carbon markets and urging corporations to invest in high-quality credits is crucial to reaching net zero emissions by 2050, which requires both emission reductions and removals. Carbon credits need to support nature and biodiversity regeneration, and benefit local and indigenous communities. Climate-smart, nature-positive, nutritious food systems in Africa: Strengthening the economic underpinnings that connect input suppliers, producers, food processors, retailers and consumers to sustainable and healthy food systems. This requires aligned land ownership policies, de-risking investments, and technical assistance and know-how ? including smallholder farmers and small and medium enterprises. Waste management and circular economy: Growing urbanization is putting more pressure on waste management, but shifting to a circular economy can feed waste back into the African economy. Women, young people, marginalized communities and people working in informal sectors must be placed at the centre of new governance structures, to ensure that they benefit from the shift. A report on open waste burning in Africa earlier this year, produced in partnership with the High-Level Champions, found that 70-80% of the municipal solid waste generated in African cities is recyclable and could be worth US$8 billion per year if kept in a circular economy. Regionalization: The Champions and Marrakech Partnership were encouraged to adopt an inclusive, holistic, bottom-up and needs-based approach, including and supporting indigenous peoples, local entrepreneurs, women, youth and other groups, and ensuring that regional contexts and needs are heard across the Global Stocktake processes. A just energy transition: Africa needs to decarbonize in order to advance in a future low-carbon world, and build resilience to climate change impacts. But the energy transition is difficult for a continent where 43% of the population (600 million) lack access to electricity and soaring energy and food prices are reversing the improvement of energy access. The energy transition is therefore not just about a transition from fossil fuels to clean sources, but also about providing affordable and reliable energy for African people. Climate finance and gender considerations: Africa Climate Week reiterated the need to channel and dramatically scale finance for the whole of Africa, turning the trillions pledged into billions invested now without exacerbating debt burdens and placing women at the heart of the solutions. The Africa Development Bank is leading on developing green banks across the region to provide local, specialised finance facilities ready to invest in sustainable projects. The Africa Cities Water Adaptation Fund and Africa Forests Restoration fund aim to accelerate financing for resilience in Africa. Standard Chartered bank has also set aside US$300 billion of sustainable financing in Asia and Africa ? the type of action that needs to grow exponentially across the private sector. Africa must be a key partner in climate action, and policies must be developed in African countries to activate innovative financing tools including debt swaps, Mahmoud Mohieldin stressed in a speech at the International Cooperation Forum. a.. Attached an article we are just revising and resubmitting that explains how forest cover loss (and gain) influences droughts and heatwaves (already public at arXiv preprint server). Not a positive story, but an important message. In brief, we show how reductions in forest cover influence land-ocean temperature-differences which can reach a threshold where they block regional circulation (and atmospheric moisture transport.) Our analyses indicate that conditions in Eurasia are already close to this threshold. This results in greater fluctuations in the continental water cycle (droughts and floods). It is a technical article but it underlines the fundemental importance of sustaining and regaining forest for keeping the world wet, pleasant and productive.
