It is not only a key international platform for combating the climate crisis, but also an important lever of influence on the national policy of countries. All 196 member states of the Paris Agreement, including Ukraine, participate in the COP to synchronize their climate policies and find solutions to limit the increase in average temperature at the level of 1.5C from the pre-industrial period. Appeal to the signatory countries of the Paris Agreement Russia?s attack on Ukraine has put the world in front of serious threats on a global scale, related to the possibility of a world war, the onset of a nuclear disaster, and the growing negative consequences of global climate change. The energy crisis in the world affects the international climate negotiations, and it is already clear today that without ending the war, it is impossible to effectively implement the policy of prevention and adaptation to climate change. The war started by Russia affected other regions of the world: Africa, South America, Asia. In order to replace Russian fossil fuels, gas and coal mining has begun in other parts of the world. States are reopening coal-fired power plants and mines to replace Russian gas. The actions of the aggressor directly affected the food supply of the countries of the world. This war is financed by fossil fuels. 60% of Russia?s state budget comes from selling oil and gas. Along with the war, the consequences of climate change in the form of various cataclysms are growing. The ongoing negative economic effects of Covid-19 have created huge obstacles to decarbonisation and international climate cooperation. Taking into account all the negative effects of Russia?s war in Ukraine on the environment, including climate change, we call on the global level that: a.. The emissions that Russia has caused since February 24, 2022 through direct military actions must be assigned to the balance sheet of the aggressor country. b.. The inclusion of emissions from the temporarily occupied territories of the Autonomous Republic of Crimea of Ukraine and the territory of Donbass, not related to military operations, to the emission inventory of the Russian Federation is unacceptable. c.. Countries should accelerate the energy transition from fossil fuels to renewable energy sources. Thus, to achieve the approved goals of the Paris Agreement and prevent future wars and conflicts. d.. It is important to support developing countries in dealing with losses and damages caused by climate change. It is also important to support international climate cooperation. Appeal to the Government of Ukraine and representatives of the official delegation The government of Ukraine approved the goal of carbon neutrality in 2060, supported the EU Green Deal and ratified the Paris Agreement. In 2021, Ukraine updated the Nationally Determined Contribution and set a goal of real reduction of greenhouse gas emissions by 2030. Ukraine adopted the Strategy for Environmental Security and Adaptation to Climate Change. The war certainly pushed climate action back down the list of state priorities, but the Ukrainian Climate Network emphasizes that Ukraine must remain true to its climate commitments. It is important to continue the implementation of commitments already made: a.. abandon the use of coal in the production of electricity by 2035, in accordance with the commitments in the Powering Past Coal Alliance; b.. develop and implement a strategy to reduce methane emissions in Ukraine by 30% by 2030. During the post-war recovery period, it is important to maintain the following priorities: a.. Abandon new projects in the field of nuclear energy. The Challenge seeks to complement broader work on ocean and climate action such as the High-Level Panel for a Sustainable Ocean Economy and the UNFCCC Ocean and Climate Change Dialogue. Emissions from the shipping sector are significant, rising, and on a trajectory that is incompatible with the goals of the Paris Agreement. If shipping were a ?country,? it would be the eighth largest emitter. At COP 26, many Parties began to focus on tackling emissions from the sector through various initiatives such as the Clydebank Declaration on green shipping corridors and the Declaration on Zero Emission Shipping by 2050. In addition, it supports livelihoods and protects ecosystem biodiversity while boosting agricultural productivity for low-carbon and climate-resilient economies and societies at large. At COP 26, more than 140 countries with over 90% of the world?s forests committed to working together to halt and reverse forest loss and land degradation by 2030. This was backed by US$19.2 billion in public and private funds. Today, that commitment is enhanced by the launch of The Forests and Climate Leaders? Partnership (FCLP). At the initiative of the Presidents of Senegal, Macky Sall and Spain, Pedro S?nchez, leaders from 30 countries and 20 organizations today launched the International Drought Resilience Alliance to accelerate action and help countries to be better prepared for future droughts. In the declaration made in the margins of Sharm el-Sheikh Climate Change Conference that opened in Egypt this morning, leaders from all sectors pledged to drive change in how the world tackles the growing drought risks: moving from emergency response to building long-term resilience. Droughts are hitting more often and harder than before, up nearly by a third since 2000. Climate change is expected to cause more severe droughts in the future. Recent droughts in Australia, Europe, western United States, Chile, the Horn and Southern Africa, show that no country or region is immune to their impacts, which run into billions of dollars each year, not to mention human suffering. Presidents Pedro S?nchez P?rez-Castej?n of Spain and Macky Sall of Senegal rallied world leaders to create the Alliance as ?a specific solution for the United Nations? to the impacts of climate change. In a joint communication, Presidents S?nchez and Sall declared: ?We are only as resilient to climate change as our land is. Building resilience to drought disasters is the way to secure the gains we make on each sustainable development goal, particularly for the most vulnerable people. The mission of the alliance is to give political impetus to make the land?s resilience to drought and climate change a reality by 2030.? Ibrahim Thiaw, Executive Secretary, United Nations Convention to Combat Desertification (UNCCD), said: ?We are in a race for drought resilience ?and it?s a race we can win. The Adaptation Agenda is the first comprehensive global plan to rally both States and non-State actors behind a shared set of 30 Adaptation Outcomes that are required by the end of this decade across five impact systems: food and agriculture, water and nature, coastal and oceans, human settlements, and infrastructure, and including enabling solutions for planning and finance. To take stock of progress, the High-Level Champions will today publish their ?Yearbook of Global Climate Action 2022?. Action by businesses, investors, cities, states, regions and civil societies continues to increase, with 34 Race to Resilience partners from 139 countries taking action to build the resilience of 2.9 billion people, while 26 Race to Zero partners have mobilized more than 11,000 non-State actors. The Global Climate Action Portal, recording a jump of 78% in actors from Asia-Pacific and of 67% from Africa, is evidence that climate action is becoming better distributed across the globe. The Africa Carbon Markets Initiative (ACMI) will be launched by the Global Energy Alliance for People and Planet (GEAPP), Sustainable Energy for ALL (SEforALL), and UNECA. ACMI aims to expand Africa?s participation in voluntary carbon markets by setting an ambition for the continent and developing a roadmap of action programs that will be implemented over the next few years to meet that ambition. The UN Climate Change High-Level Champions are supporting partners in this initiative. Progress on Finance Sector Deforestation Action (FSDA) ? a results-driven collaborative of over 35 financial institutions representing more than $8.9 trillion in assets under management ? has been announced. Signatory investors are stepping up engagement with companies and policymakers to tackle commodity-driven deforestation while also increasing investments in nature-based solutions (NbS) and promoting convergence across climate and nature-related initiatives. Momentum increases as signatories implement commitments (including engaging with companies) and new investors join, reflecting a growing understanding of the importance of addressing emissions from deforestation as well as the opportunity of investment. First Minister of Scotland, Nicola Sturgeon confirms an additional ?5 million of funding to tackle loss and damage - The funds take Scotland?s commitment to addressing loss and damage caused by climate change to ?7 million and will enable communities to take direct action to address the impacts of loss and damage. In addition, in collaboration with the UN Climate Change High-Level Champions and the Global Resilience Partnership, the Scottish Government today launches a report on practical action to address climate losses and damages for the most vulnerable people and nations. The report identifies the urgency to mobilise increased finance from public and private sources and presents innovative ideas to do this ? from debt relief and philanthropy, to private investment. First Minister Nicola Sturgeon said: ?The year since COP26 has presented us with ever more unavoidable proof of the increasing impact of climate change on lives across the world. The suffering of those who have contributed least to climate change is, unequivocally, an issue of climate justice. Climate change, as the floods in Pakistan, drought in the Horn of Africa and wildfires scattered across continents show, threatens fundamental human rights of life, health, food, water. We cannot uphold human rights without addressing loss and damage ? urgent practical action must deliver support to the most vulnerable now. This Scottish Government report does not, and cannot, provide all the answers. Rather it is a synthesis of insights reflecting the deep expertise and experience of the delegates that came together at the conference. They also highlight variations in project maturity and deal size - from US$ 10 million to USD 500 million. Africa insurance industry to underwrite USD 14 billion of cover for climate risks by 2030. It?s the first time The Nairobi Declaration on Sustainable Insurance signatories have made this financial commitment. The Independent High-Level Expert Group on Climate Finance commissioned earlier this year by the COP26 Presidency together with the COP27 Presidency and the High-Level Champions, co-chaired by Vera Songwe and Lord Nicholas Stern released their report today. Titled ?Finance for Action: Scaling up investment for climate and development,? it includes recommendations for scaling up long-term finance for developing countries including the need to integrate climate and development in a holistic manner. Net Zero Asset Managers initiative (NZAM) announces initial targets for 86 investors as the total number of asset managers committing to net zero increases to 291. Less than two years since the initiative launched, the latest disclosures take the total number of asset managers that have set initial targets to 169 and represents USD 21.8 trillion committed to be managed in line with achieving net zero by 2050 or sooner. The Net-Zero Asset Owners Alliance (NZAOA) announces later today that it stands at 80 members with USD10.9 trillion in Assets Under Management (AUM). NZAOA highlighted in their Second Progress Report (Sept 2022) that 44 members have set short-term (2025 and 2030) decarbonization targets. These members represent US$7.1 trillion ? two thirds of the total AUM. Today, the UN-convened Net-Zero Banking Alliance (NZBA) launches its first Progress Report (available at 9am CET on 9 Nov), which captures the intermediate decarbonization targets of over 60 members. The NZBA has nearly tripled in size in just 18 months: from launching in April 2021 with 43 founding members, the Alliance is now comprised of 122 members in 41 countries, representing about 40% of global banking assets. They should make the headlines. In an environmental era which Secretary-General Ant?nio Guterres has called ?a code red for humanity,? Indigenous women are particularly affected. They bear the scars of extractive industry and toxic pollution, and the burden of community care at a time when food, water, and safe shelter are hard to come by. Yet far from being victims, Indigenous women are stepping up to fight for climate justice as organizers, land defenders, and symbols of resistance. Many are seeking to hold world leaders accountable for fulfilling promises of climate action at the COP27 Conference on Climate Change, which is currently taking place in Egypt. This year, youth participation in the climate movement and climate finance have been at the forefront of conference proceedings. During the first week of the event, Indigenous women have made their voices heard demanding accountability and action from world leaders. Yet their voices continue to be marginalized in negociations and media coverage of COP27. Land Rights Now calls for the demands of Indigenous women to be centered and met during Week 2 of the conference. First, because they emerge slowly and can be anticipated and planned for. Second, because droughts are not determined by the absence of rain alone. In addition to the issues of nuclear, food, and energy security, he touched on the issues of ecocide and environmental protection. I am writing to invite you to sign onto a letter to governments in the run up to the Convention on Biological Diversity (CBD) COP15 in Montreal. The letter calls on these governments to implement regulation to tackle the biodiversity crisis caused by deforestation and conversion of other ecosystems. It would be great if your organisation would consider signing on to this initiative and share it with your partners and networks. The letter was drafted by Friends of the Earth US with inputs from multiple civil society organisations. The letter can be found here. There is also another letter that address the banks themselves which covers many of the same topics. The deadline to sign is Monday, 5th December.
