                              Empowering NATO to Counter Authoritarian
                              Mis- and Disinformation
NATO and its members are facing a growing
threat in the form of Mis-, Dis-, and Mal- information (MDM) campaigns that
can be traced back to authoritarian regimes and their proxies. Much of this
“weaponized” information seems aimed at weakening confidence in member
governments and in the Alliance itself. While Russia poses the most
immediate threat, China and others are also engaged in these antidemocratic
campaigns.

                              The McCain Institute for International
Leadership at Arizona State University has harnessed both its international
network and an Intelligence Dashboard to analyze and map out public
awareness of disinformation threats, and then project actionable findings
and policy recommendations throughout the period of performance.

NATO Dashboard: How often NATO is mentioned
alongside Russia, China, or MDM?

The McCain Institute has created an
interactive dashboard displaying unique data on public perception of NATO
and mis- and disinformation. The dashboard analyzes millions of sources
(Twitter, Facebook, blogs, news sites and other social media) to measure the
volume and trend of the conversations around NATO.

                              Public Facing Events:

This event convened transatlantic experts to
build public awareness of MDM, communicate NATO’s importance (particularly
to youth), and pursue forward-looking, evidence-based, and trust-based
policymaking. Informed by their professional experiences and backgrounds,
this panel discussed MDM issues that affect NATO countries. The experts also
addressed actionable findings and policy recommendations on how NATO can
combat, counter, and explain MDM threats.

                              Speakers:

Laura Thornton, Director & Senior Fellow, the
Alliance for Securing Democracy at the German Marshall Fund

future of NATO in the face of Russian aggression, as seeing in Ukraine. The
panelists also spoke about ways to push back against Russian narratives
about the aims of the NATO alliance and misleading Russian claims about
territories in Eastern Europe.

This event convened the next generation of
NATO’s leaders who discussed Western policy options, and how NATO member
states can maintain a unified transatlantic response to Russian aggression.
The panelists also addressed how NATO must now reconsider both its strategic
confrontation with the Kremlin, and how it upholds the alliance’s promise of
collective security.
