       CENN-მა ევროკავშირის ENPARD პროგრამის მხარდაჭერით მიმდინარე პროექტის

      “EMBRACE Tsalka” Project

      2021 წლის 9 თებერვალი. ZOOM – CENN-მა ევროკავშირის ENPARD პროგრამის 
მხარდაჭერით მიმდინარე პროექტის „ეს წალკაა“ ფარგლებში შექმნილ მრჩეველთა 
საბჭოს რიგით მეორე შეხვედრას ონალინ, ZOOM პლატფორმაში უმასპინძლა. 
ღონისძიებაში მონაწილეობდა ევროკავშირის ENPARD-ის პროგრამის, საქართველოს 
გარემოს დაცვისა და სოფლის მეურნეობის სამინისტროს, წალკის მუნიციპალიტეტის 
მერიის და  ENPARD-ის  პარტნიორი ორგანიზაციების წარმომადგენლები. მრჩეველთა 
საბჭოს შეხვედრის მიზანი პროექტის ფარგლებში განხორციელებული და დაგეგმილი 
საქმიანობების გაცნობა, არსებული გამოწვევების გაზიარება,  ინფორმაციისა და 
რეკომენდაციების ურთიერთგაცვლა და სამომავლო თანამშრომლობის განხილვა იყო.


      ღონისძიება CENN-ის აღმასრულებელმა დირექტორმა, ნანა ჯანაშიამ გახსნა. 
შეხვედრის გახსნით ნაწილში ევროკავშირის დახმარების როლსა და პროექტის ‘ეს 
წალკაა’ მნიშვნელობაზე ისაუბრა საქართველოს გარემოს დაცვისა და სოფლის 
მეურნეობის მინისტრმა, ლევან დავითაშვილმა. „ქვემოდან ზემოთ“ მიდგომასა და 
ENPARD IV-ის შესახებ ისაუბრა, ევროკავშირის დელეგაცია საქართველოში - სოფლის 
მეურნეობის, მეთევზეობისა და სურსათის უვნებლობის პროგრამის ოფიცერმა და 
ატაშემ, ჟორჟ დეუმ.


      „მოხარული ვარ, რომ ისევ მოგვეცა შეხვედრის და ინფორმაციის გაცვლის 
შესაძლებლობა.  ჩვენი შეხვედრის მთავარი მიზანია გაგიზიაროთ პროექტის ‘ეს 
წალკაა’ ფარგლებში მიღებული გამოცდილება და გამოწვევები და მოვისმინოთ თქვენი 
რჩევები. დღეს ღონისძიებაში მონაწილებენ ევროკავშირის დელეგაცია საქართველოში 
წარმომადგენელები, საქართველოს გარემოს დაცვის მინისტრი, წალკის 
მუნიციპალიტეტის მერის მოადგილე და ჩვენი პარტნიორები. დიდი მადლობა, რომ 
გვესწრებით, რადგან ჩვენთვის თქვენი ჩართულობა და თქვენი იდეების მოსმენა 
ძალიან მნიშვნელოვანია. ასევე, დიდი მადლობა ევროკავშირის დელეგაციას 
საქართველოში, როგორც პოლიტიკური, ისე ფინანსური დახმარებისთვის, რადგან თქვენი 
დახმარება ძალიან მნიშვნელოვანია როგორც უშუალოდ წალკის, ისე ქვეყნის უკეთესი 
განვითარებისათვის. წალკის პროექტი ENPARD-ის წინა პროექტებისგან განსხვავებით 
მნიშვნელოვან ყურადღებას, არსებულ სამ მიმართულებასთან ერთად, მეოთხე 
მიმართულებაზეც ამახვილებს, რაც მოწყვლადი ჯგუფების ინტეგრაციასა და 
გაძლიერებას გულისხმობს, ვფიქრობ, რომ ამ მიმართულებით მუშაობა, პროექტის 
საქმიანობას კიდევ უფრო მდგრადს ხდის გრძელვადიან პერიოდში, რადგან ინტეგრაცია 
ერთ-ერთი მნიშვნელოვანი გამოწვევაა წალკის მუნიციპალიტეტისათვის.“ - განაცხადა 
ნანა ჯანაშიამ, CENN-ის აღმასრულებელმა დირექტორმა.


      „წალკა არის თბილისთან ახლოს არსებული, ძალიან მნიშვნელოვანი, მაგრამ 
სამწუხაროდ, ქართულ რეალობასა და ყოველდღიურ ცხოვრებაში ნაკლებად ინტეგრირებული 
მუნიციპალიტეტი. წალკა, არა მხოლოდ ქართველი მოსახლეობის, არამედ წალკელების 
მხრიდან მართლაც, რომ აღმოსაჩენია და თქვენი პროექტის ბრენდირება ‘ეს წალკაა’ 
არის ძალიან მნიშვნელოვანი, რომ უშუალოდ მუნიციპალიტეტზე და მის ცნობადობაზე 
გავამახვილოთ ყურადღება, რადგან ერთ-ერთი მიმართულება, რომელმაც შეიძლება 
ეკონომიკური კეთილდღეობა მოიტანოს მუნიციპალიტეტში, უნდა იყოს ტურიზმი, 
განსაკუთრებით იმ დროს, როცა მუნიციპალიტეტს მართლა დიდი ტურისტული პოტენციალი 
გააჩნია, თავისი ლამაზი ბუნების და მდებარეობის გამო. ჩვენ როცა სოფლის 
განვითარებაზე ვსაუბრობთ, სოფლის მეურნეობის გარდა, სხვა ეკონომიკურ 
საქმიანობებსაც ვიხილავთ ხოლმე და ადგილობრივი ინიციატივები, რომელსაც 
ევროკავშირი და პროექტი ‘ეს წალკაა’ უჭერს მხარს, იქნება ეს მესაქონელობის, 
მეწარმეობის თუ ტურიზმის მიმართულებით, ძალიან მნიშვნელოვანია ადგილობრივი 
ეკონომიკური დოვლათის შექმნისა და მუნიციპალიტეტის განვითარებისათვის. 
ევროკავშირის პრაქტიკამ LAG-ების გაძლიერების მიმართულებით აჩვენა დიდი 
წარმატება და ჩვენთვისაც პრიორიტეტულია ENPAD IV-ის ფაზაში LAG-ების 
გაძლიერებაზე კონცენტრირება.“ - აღნიშნა ლევან დავითაშვილმა, საქართველოს 
გარემოს დაცვისა და სოფლის მეურნეობის მინისტრმა.


      “LAG და LEADER მიდგომა ევროკავშირისთვის ძალიან სახასიათოა, სწორედ 
ამიტომ ვფიქრობდით, რომ ეს ძალიან აქტუალური იქნებოდა საქართველოს 
კონტექსტისთვის. აქ ჩვენ ვხედავთ, რომ თითოეულ თქვენგანს აქვს ძალიან 
განსხვავებული კონტექსტი და არსებობის ძალიან განსხვავებული მიზეზი და ერთ-ერთი 
ყველაზე მნიშვნელოვანი გზავნილი ის არის, რომ მიუხედავად იმისა, რომ ეს არის 
ევროკავშირის პროგრამა და ევროკავშირის კონცეფცია, ძალიან მნიშვნელოვანია, რომ 
თქვენ ამ მიდგომებს სპეციალურ საჭიროებების მოარგებ და ისე განახორციელებთ. 
აღნიშნული მიდგომების განხორციელება ძირითადად ხდება ორ დონეზე. ჩვენ მუდმივად 
განვიხილავთ სამინისტროსთან გლობალური პოლიტიკის პერსპექტივებს ეროვნულ დონეზე, 
ისევე როგორც თითოეულ მუნიციპალურ და ადგილობრივ დონეზე. ერთი მხარე ამ 
მიდგომას დამოუკიდებლად ვერ განახორციელებს, საჭიროა კომპლექსური მოქმედება. 
LEADER კონცეფცია იგივეა, მაგრამ თქვენი განხორციელების გზა არის 
განსხვავებული. მნიშნვნელოვანია აღინიშნოს, რომ ასეთი შეხვედრები ძალზე 
სასარგებლოა ჩვენი პრაქტიკის გაცვლისა და სხვადასხვა მიდგომის შესახებ 
დისკუსიის წარმართვისათვის ჩვენს კოლეგებთან, პარტნიორებთან, ბენეფიციარებთან 
და მმართველ ორგანოებთან,” განაცხადა ჟორჟ დეუმ, პროგრამის ოფიცერმა და 
ატაშემ, ევროკავშირის წარმომადგენლობა საქართველოში.


      შეხვედრაზე წალკის ადგილობრივი განვითარების ჯგუფის (LAG) თავმჯდომარემ 
და პროექტის მენეჯერმა წარადგინეს პრეზენტაციები და ისაუბრეს პროექტის 
პროგრესსა და გამოწვევებზე. შეხვედრაზე დრო დაეთმო პროექტის ფარგლებში შექმნილი 
კლიმატის ცვლილების შეფასების პრეზენტაციასაც.


      „მოხარულები ვართ, რომ ჩვენი მნიშვნელოვანი სტრატეგიული პარტნიორი, 
ევროკავშირი, ადგილობრივ დონეზეც გვიწევს დიდ ფულად და პოლიტიკურ მხარდაჭერას 
და შესაძლებლობას გვაძლევს, თანამედროვე, ევროპული მიდგომები დავნერგოთ და 
სახელმწიფო და არასამთავრობო სექტორებს შორის თანამშრომლობის სამაგალითო 
პრაქტიკა დავამკვიდროთ.  პროექტის დაწყების დღიდან, ჩვენ გამოვთქვამთ პროექტთან 
და LAG-თან თანამშრომლობის კარგი პრაქტიკის ჩამოყალიბების სურვილს და გვიხარია, 
რომ თანამშრომლობის მზაობა ორივე მხრიდან დიდია. აღნიშნულის დასტურია 2020 წლის 
ივლისში, მერიას, LAG-სა და CENN-ს შორის გაფორმებული სამმხრივი 
ურთიერთთანამშრომლობის მემორანდუმი. ევროკავშირის და წალკის LAG-ის საქმიანობა 
ნამდვილად მიმართულია უკეთესი და უფრო მდგრადი მომავლის შექმნაზე. მივესალმები 
LAG-ის არსებობას და ვაცხადებ აღნიშნულ ჯგუფთან თანამშრომლობის მზაობას, წელს 
უკვე გამოვკვეთეთ 10-მდე ერთობლივი თანამშრომლობის საკითხი და ჩვენ, მერიის 
პასუხისმგებლობის ნაწილში გააკეთებთ მაქსიმუმს,“ აღნიშნა ჯამბულ ხოზრევანიძემ, 
წალკის მუნიციპალიტეტის მერის მოადგილემ.


      შეხვედრის ფარგლებში გაიმართა პანელური დისკუსია, რომლის ფარგლებში 
მონაწილეებს დაგეგმილი საქმიანობა გააცნეს საქართველოში გაეროს განვითარების 
პროგრამის (UNDP) პროექტის ეროვნულმა მენეჯერმა ნოდარ კერესელიძემ და გაეროს 
სურსათისა და სოფლის მეურნეობის ორგანიზაციის (FAO) ENPARD-ის საგრანტო 
მენეჯმენტის ეროვნულმა ექსპერტმა, ჯუბა მარუაშვილმა.


      შეხვედრის ბოლოს მონაწილეები მიმდინარე პროექტების დაახლოვებასა და 
შესაძლებლობების არსებობის შესაბამისად, აქტივობების თანამშრომლობით 
განხორცილებაზე შეთანხმდნენ.


      პროექტს „ეს წალკაა“ ევროკავშირის ფინანსური მხარდაჭერით ახორციელებს 
CENN,  საქართველოს ფერმერთა ასოციაციასთან (GFA) და სოფლის განვითარების 
კვლევით ინსტიტუტთან (Ifls) თანამშრომლობით.  პროექტის მიზანია ადგილობრივი 
ეკონომიკური საქმიანობის დივერსიფიკაცია, ინვესტიციების მოზიდვა და კონკრეტული 
სასოფლო-სამეურნეო და გარემოსდაცვითი პრაქტიკის ხელშეწყობა სოფლის განვითარების 
თანამონაწილეობრივი, სტრატეგიული დაგეგმვის გზით.


      ევროკავშირი მხარს უჭერს სოფლის მეურნეობასა და სოფლის განვითარებას 
საქართველოში ENPARD-ის პროგრამის დახმარებით. პროგრამა ხორციელდება 2013 
წლიდან და მისი მთლიანი ბიუჯეტი შეადგენს 179.5 მილიონ ევროს. ENPARD-ის 
ძირითადი მიზანი საქართველოში სოფლად სიღარიბის დაძლევაა. პროგრამის პირველი 
ფაზის პრიორიტეტი სოფლის მეურნეობის განვითარების ხელშეწყობა იყო, ხოლო მეორე 
და მესამე ფაზა მიზნად ისახავს სოფლად მცხოვრები ადამიანების ეკონომიკური 
განვითარების შესაძლებლობების შექმნას არამარტო აღნიშნულ სექტორში. მეტი

     February 9, 2021. ZOOM - CENN hosted the second Steering Committee 
meeting established within the framework of the EU ENPARD program supported 
project "EMBRACE Tsalka" via the online ZOOM platform. The event was 
attended by representatives of the EU ENPARD program, the Ministry of 
Environment and Agriculture of Georgia, Tsalka Municipality City hall and 
ENPARD partner organizations. The purpose of the meeting was to get 
acquainted with the activities implemented and planned within the project, 
to discuss existing challenges, exchange information and recommendations, 
and discuss future cooperation perspectives.


      The event was opened by CENN’s executive director, Nana Janashia. In 
the opening part of the meeting, the Minister of Environment Protection and 
Agriculture of Georgia, Levan Davitashvili, spoke about the role of EU 
assistance and the importance of the project "EMBRACE Tsalka". The bottom-up 
approach and ENPARD IV were discussed by the EU Delegation to Georgia - 
Agriculture, Fisheries and Food Safety Program Officer and Attaché, George 
Dehoux.


      “I am glad that we were given the opportunity to meet and exchange 
information again in this new format. The main purpose of our meeting is to 
share with you the experiences and challenges gained within the project 
'EMBRACE Tsalka' and to hear your advice and practices. Representatives of 
the EU Delegation to Georgia, the Minister of Environment of Georgia, the 
Deputy Mayor of Tsalka Municipality and our partners are present at the 
event today. Thank you for attending our event, because your involvement and 
participation is very important to us. Also, thank you to the EU Delegation 
to Georgia for both political and financial assistance, as your assistance 
is very important for better development for both Tsalka and the country 
itself. The Tsalka project, unlike previous ENPARD projects, focuses on the 
fourth area in addition to the three existing ones, which involves the 
integration and empowerment of vulnerable groups. I believe that working in 
this direction will make the project even more sustainable in the long run, 
because integration is one of the most important challenges for Tsalka 
Municipality,” noted Nana Janashia, CENN’s Executive Director.


      “Tsalka is a very important municipality close to Tbilisi, but 
unfortunately, it is less integrated in the Georgian reality and daily life. 
Tsalka is not discovered, not only by the Georgian population, but also by 
the people of Tsalka, and it is very important that your project branding 
'EMBRACE Tsalka', focuses directly on the municipality and its awareness, 
because one of the areas that can bring economic prosperity to the 
municipality should be tourism, especially at a time when the municipality 
has a really great tourism potential, due to its beautiful nature and 
location. When we talk about rural development, we often see other economic 
activities besides agriculture, and local initiatives supported by the 
European Union and the 'EMBRACE Tsalka' project, be it cattle breeding, 
entrepreneurship or tourism, are very important for local economic growth 
and development. The EU practice in strengthening LAGs has shown great 
success and it is a priority for us to concentrate on strengthening LAGs in 
the ENPAD IV phase,” stated Levan Davitashvili, Minister of Environment and 
Agriculture of Georgia.


      “The LAG and LEADER approach is something very typical for the EU, but 
we thought it would be very relevant for Georgia. What we see here is that 
each of you has a very different context and reason to exist and one of the 
most important messages is that even though it is the EU program and the EU 
concept, it is extremely important that you make it your own and that it is 
being done at two levels. One at which we are constantly discussing with the 
ministry in terms of global policy at the level of the country but also at 
each municipal and local level, one side does not fit all in this approach, 
the concept is the same but the way you implement it is different. This is 
where these kinds of meetings are extremely useful to exchange our practices 
and discuss different approaches with our colleagues, partners, 
beneficiaries and governing bodies,” noted Georges Dehux, Attaché, Programme 
Officer Agriculture, Fisheries & Food Safety, Delegation of the European 
Union to Georgia.


      Within the meeting, the Tsalka Local Action Group (LAG) Co-Chair and 
Project Manager introduced presentations and talked about the project 
progress and challenges. Time was also given to the presentation of the 
climate change assessment created within the project.


      “We are pleased that our important strategic partner, the European 
Union, is providing us with great financial and political support at the 
local level as well, enabling us to implement modern, European approaches 
and establish exemplary practices of cooperation between the state and 
non-governmental sectors. From the start of the project, we have expressed a 
desire to establish good practices in working with the project and the LAG, 
and we are pleased that the willingness to collaborate is great on both 
sides. This is proven by the Memorandum of Understanding between the City 
Hall, LAG and CENN signed in July 2020. The activities of the EU and Tsalka 
LAG are really aimed at creating a better and more sustainable future. We 
welcome the existence of the LAG and declare our readiness to cooperate with 
this group, and this year we have already identified up to 10 issues of 
joint cooperation and will do our best to be responsible within City Hall,” 
said Jambul Khozhrevanidze, the deputy mayor of Tsalka Municipality.


      During the meeting, a panel discussion was held during which the 
participants were introduced to the planned activities by Nodar Kereselidze, 
UNDP National Project Manager in Georgia, and Juba Maruashvili, National 
Food and Agriculture Organization (FAO) ENPARD Grant Management Expert.


      At the end of the meeting, the participants agreed on the 
implementation of activities in cooperation with the current projects and 
the availability of opportunities.


      The project “EMBRACE Tsalka” is implemented under the European 
Neighbourhood Programme for Agriculture and Rural Development (ENPARD) by 
the EU’s partner organization CENN, in partnership with the Georgian Farmers’ 
Association (GFA) and German partner organization – Institute for Rural 
Development Research (IfLS). The project aims at diversifying local economic 
activities, improving the investment climate, and empowering competitive 
agricultural and environmental practices in Keda Municipality via bottom-up 
strategic planning of rural development.


      The EU is supporting agriculture and rural development in Georgia 
through its ENPARD Programme. Implemented since 2013 with a total budget of 
EUR 179.5 million, the main goal of ENPARD is to reduce rural poverty in 
Georgia. The first phase of ENPARD in Georgia focused on developing the 
potential of agriculture. The second and third phases of ENPARD focus on 
creating economic opportunities for rural population that go beyond
