                                Rights chief speaks against "draconian" rape 
punishments

                                Sentencing people convicted of rape to 
surgical castration or death violates international human rights law and 
does not deter rapists more than lesser punishments, says United Nations 
High Commissioner for Human Rights Michelle Bachelet. "Tempting as it may be 
to impose draconian punishments on those who carry out such monstrous acts, 
we must not allow ourselves to commit further violations," Bachelet

Council this week voted to extend the UN Mission for Justice Support in 
Haiti for an additional 12 months. Helen La Lime, head of the UN office in
