Young climate activists are taking over the hallways of power. They are surrounded by banners with their demands: Climate justice now! Some of them are engaged in debates with European leaders like Frans Timmermans, vice president of the European Commission. Knowing and seeing are two different things: while I knew young climate shcool strikers are determined in their struggle, seeing the enthusiasm on their faces is beyond exhilarating. It?s been 3 hours, and I?m with tens of chanting and jumping young people. They?ve travelled to the heart of the European Union with a common plan. This: School strikers from Poland, Czechia, Hungary, Romania, Austria, France, Germany, Italy, and many more countries, in the stunt, next to Greta Thunberg Yes, last Thursday we were standing, joined by Greta Thunberg, right in front of the building where environment ministers from across the EU had gathered, to discuss the new Climate Law, proposed by the European Commission the day before. Thanks to a leak we had learnt the Climate Law is completely insufficient to end the climate emergency: it doesn?t even include a goal on carbon emissions reduction for 2030! [1] And so tens of school strikers (and a bunch of journalists and intrigued MEPs) stood their ground. Elena is one of the 19 young activists who have been able to come to Brussels and pressure their ministers thanks to our WeMove Europe community. [2] She has brought a portable speaker, and the young crowd is dancing to Children of the Revolution; some stop to hug one another in excitement. Their presence on the ground, right at the gates of the ministers? meeting, was powerful, but there was more. Hundreds of you stretched all the way to Brussels that morning through Tweets and Facebook messages - reminding ministers the youth were not dancing at the gates of the Council castle for fun, but because they are determined to do something about the climate emergency. Finally, some ministers came out to meet us. The Austrian, Swedish, Luxembourgian and Spanish environment ministers spoke to the international youth and admitted recent progress on climate policy followed mass mobilisations, encouraging young people to continue to take to the streets [3]. Meanwhile, the people most in need of essential supplies are shut out, for fear of picking up an infection in the frenzy. That?s the scene at supermarkets across the world right now. But a few of them are doing something different. As coronavirus panic buying gets worse, chains like Iceland in the UK, Whole Foods in the US, and Woolworths in Australia have begun opening early to allow elderly and vulnerable customers access to clean stores and freshly stocked shelves. Now more than ever, we need to look out for each other. So we?re calling on all supermarkets, including Aldi, Lidl, 7-Eleven, and Spar to implement the same policy. Can you join us? Yes -- I?ll demand supermarkets give priority access to the customers who most need it. With the rapid spread of the virus, elderly and immunocompromised people are being told to leave the house as little as possible. Plentiful supplies of goods like pasta and tinned soup could be a lifeline for them, and for those with limited mobility who can?t make frequent supermarket trips. But not when venturing out exposes them to big crowds -- and potentially empty shelves. Supermarkets are among the few companies profiting from the coronavirus. They should be taking extra care to protect the people most at risk, not just putting up ineffective signs telling everyone to stop panic buying. The party had been cancelled so a friend set up a zoom call and we took the celebration online. Most people hadn't done this kind of thing before and the dynamic was hilarious. At first, we were shy, no one talking. Then chaotic, all talking at once. Poor Fred couldn?t get a word in. Eventually the crowd thinned and we got to talking about the state that we are in. Personally, in Europe, in the world. From a Texan friend, I learned that if people in Belgium and Germany are stockpiling toilet paper, in the US, she's worried that it?s guns and bullets. The conversation got a little dark. What is about to happen to us? What about people already suffering? What if this is one big opportunity to change things and we miss it? What if things get worse? I was struck by the pessimism and fear. And yet it was totally normal. Right now, people are so bombarded by panicky headlines that it could not be any other way. And whilst some of that sense of urgency is good - to help us be careful and stop the virus from spreading - too much of it will damage our hope, our courage, and our mental health. I wondered if people like you were having similar conversations at the same time. And how much hope there was. We need hope on tap right now. So here is some of mine. Sure, solidarity between EU leaders is pretty low. But solidarity between people across balconies and borders is high. Connection is going up. Pollution down. Fish in rivers up. Plane tickets down. Creativity up. Electricity consumption down. And sure, there is stockpiling of toilet paper going on in supermarkets. This happens to human brains that are stimulated by competitive signalling, advertising of discounts, queues, the pressure to move fast and get out in 30 minutes. But on balconies, in doorways, from the street, in calmer environments, people are organising actions and talking to neighbours they never spoke to before. A round of applause for health workers What gives me extra hope is this: humans are neither good nor bad per se. We are subject to our environments. And there?s nothing like a good crisis to get us looking for ways to rise to the challenge and help out. We look for opportunities to transcend the bullshit. At WeMove Europe, we are going to spend these next weeks and months finding ways for us to transcend the bullshit together in Europe. We started last week with an ask for people across Europe to join the brilliant initiative of Italians on balconies to give some applause to health workers. The result was a total inspiration to me. And it's clear that it's not enough. More than applause, health workers want recognition for the state that the health sector is in. We want to back them up and make sure that doctors and nurses in Europe are being paid properly, that healthcare is funded and health systems work for people. We want EU leaders to ensure that we are prepared for the next epidemic, but also for health to be treated as a human right and not something to slash when the budget comes around. We will collect and propose ways to rethink how the economy works, for people and planet. We will not drop the ball on climate. Or rights. Or democracy. We won't put our activism on hold. We have the online tools and collective creativity to make our voices heard and that?s what we?re going to do. To do this, we rely on your donations, now more than ever. The Intergovernmental Working Group on Drought (IWG) that is leading this initiative is convening for the first time on 26 March through virtual meetings involving four task teams. The outcomes of the initiative could become effective as early as 2022. The importance of early warning followed by early action for the most vulnerable people and ecosystems as well as the need for preparedness to respond fast, cannot be over-emphasized. The IWG?s virtual meeting is taking place after the Group?s first face-to-face meeting, scheduled for 25-27 March in Brussels, Belgium, was suspended following the outbreak and global spread the corona virus, COVID-19. ?Over 70 countries worldwide are affected by drought, and the droughts are spreading to new areas, recurring more often and lasting longer, sometimes stretching over a few years or even decades in some regions. The impacts of these new drought patterns on people, property, infrastructure and ecosystems are unprecedented and are a growing concern for both developed and developing countries,? says Ibrahim Thiaw, Executive Secretary of the United Nations Convention to Combat Desertification, which is facilitating the work of the IWG. ?Half of the global land is projected to be drylands and may be more prone to drought by 2050. The increase in drought disasters is a wake-up call to this threat, especially because some avoidable impacts occur due to late action, and at worst, inaction. The World Food Programme needed 489 million United States dollars by February 2020 to help the 8.3 million people that were already food insecure in the region, but had yet to raise half of the required sum. Droughts destroy food that could feed 81 million people ? a population the size of Germany ? every day, for a year, according to a recent World Bank?report. Drought is also one of the most cited reasons by young people leaving their homes in search of better lives elsewhere, including those migrating to Europe, according to a recent survey of migration patterns in Morocco. ?I cannot emphasize enough the importance of this new inter-governmental initiative. Its value goes beyond the immediate outcomes of saving lives, livestock, rangelands and livelihoods in case of drought. It will improve security in some of the world?s most fragile areas,? Jarso Ibrahim Gollole, a pastoralist and natural resource advisor with Mercycorps in Kenya says about the results expected from the IWG. ?The conflicts that arise among communities living across borders ? but also within borders ? as they compete, in times of drought, over few and shrinking pastures would be minimized. Also, the influx of communities from neighboring countries seeking to take advantage of the government services set aside for affected communities in Kenya, where drought responses are better, even if they are not perfect, would decrease. A collective approach to managing drought is far better than what we have today,? he added. Drought and drought impacts are also addressed under the Climate Change and Disaster Risk Reduction processes of the United Nations. But the policy focus on drought is only one among many other disasters, that are more noticeable and get stronger policy actions, especially due to the dramatic nature of their arrival. Droughts, by contrast, set in slowly and wreak havoc on some of the world?s poorest populations. By focusing only on drought, the IWG is expected to develop concrete, feasible and appropriate global options to address its socio-economic impacts effectively. ?Another world is possible. Drought resilience for countries at varying levels of economic development is possible. Witness the resilience of Ethiopia?s Tigray region to the 2014-2016 drought, the famous water harvesting scheme in Brazil?s north-east region, the Australian drought trust fund that helps farmers and the drought management approach of United States where a Presidential decree is issued early. How drought is managed must change fundamentally,? Thiaw said. ?Drought knows no boundaries, political or sectoral. It is a connector. The work of the IWG can bring much-needed coordination among stakeholders at all levels and rally affected countries to act and work together,? says Daniel Tsegai, the UNCCD?s drought expert in charge of the IWG process. ?Interest in the work of the IWG is already high. Governments, international and non-governmental organizations and other actors have sent close to 100 submissions for consideration. The submissions deal with issues such as collaboration among institutions, the barriers and challenges to drought response and recovery, the opportunities and measures for action as well as the lessons learned from successful cases,? he said. The IWG was established in September 2019 following intense negotiations by governments during the 14th session of the Conference of the Parties to the United Nations Convention to Combat Desertification. Its outcomes, which include recommendations for action, will be presented to policy makers at the 15th COP session in Fall 2021.
