But a few months ago, she was in such a rush to join their whirling sword-dance routine that she dropped her purse. Fortunately, a security guard noticed it lying in the public square via one of the overhead security cameras. He placed it at the lost and found, where Mrs. Chen gratefully retrieved it later. ?Were it not for these cameras, someone might have stolen it,? Mrs. Chen, who asked to be identified by only her surname, tells TIME on a smoggy morning in China?s sprawling central megacity. ?Having these cameras everywhere makes me feel safe.? What sounds like a lucky escape is almost to be expected in Chongqing, which has the dubious distinction of being the world?s most surveilled city. It has aided in the arrest of alleged credit-card swindlers in Colorado and a suspected rapist in Pennsylvania. Still, the risks are considerable. As Western democracies enact safeguards to protect citizens from the rampant harvesting of data by government and corporations, China is exporting its AI-powered surveillance technology to authoritarian governments around the world. Chinese firms are providing high-tech surveillance tools to at least 18 nations from Venezuela to Zimbabwe, according to a 2018 report by Freedom House. China is a battleground where the modern surveillance state has reached a nadir, prompting censure from governments and institutions around the globe, but it is also where rebellion against its overreach is being most ferociously fought. ?Today?s economic business models all encourage people to share data,? says Lokman Tsui, a privacy expert at the Chinese University of Hong Kong. Some 1,500 miles northwest of where Mrs. Chen recovered her purse, surveillance in China?s restive region of Xinjiang has helped put an estimated 1 million people into ?re-education centers? akin to concentration camps, according to the U.N. Many were arrested, tried and convicted by computer algorithm based on data harvested by the cameras that stud every 20 steps in some parts. In the name of fighting terrorism, members of predominantly Muslim ethnic groups?mostly Uighurs but also Kazakhs, Uzbeks and Kyrgyz?are forced to surrender biometric data like photos, fingerprints, DNA, blood and voice samples. Police are armed with a smartphone app that then automatically flags certain behaviors, according to reverse engineering by the advocacy group Human Rights Watch. Those who grow a beard, leave their house via a back door or visit the mosque often are red-flagged by the system and interrogated. Sarsenbek Akaruli, 45, a veterinarian and trader from the Xinjiang city of Ili, was arrested on Nov. 2, 2017, and remains in a detention camp after police found the banned messaging app WhatsApp on his cell phone, according to his wife Gulnur Kosdaulet. A citizen of neighboring Kazakhstan, she has traveled to Xinjiang four times to search for him but found even friends in the ruling Chinese Communist Party (CCP) reluctant to help. ?Nobody wanted to risk being recorded on security cameras talking to me in case they ended up in the camps themselves,? she tells TIME. The father of three says he spent a year in a single room with seven other inmates, all clad in blue jumpsuits, forced to sit still on plastic stools for 17 hours straight as four HikVision cameras recorded every move. ?Anyone caught talking or moving was forced into stress positions for hours at a time,? he says. Bakitali was released only after he developed a chronic illness. But his surveillance hell continued over five months of virtual house arrest, which is common for former detainees. He was forbidden from traveling outside his village without permission, and a CCTV camera was installed opposite his home. Every time he approached the front door, a policeman would call to ask where he was going. He had to report to the local government office every day to undergo ?political education? and write a self-criticism detailing his previous day?s activities. Unable to travel for work, former detainees like Bakitali are often obliged to toil at government factories for wages as miserly as 35? per day, according to former workers interviewed by TIME. ?The entire system is designed to suppress us,? Bakitali says in Almaty, Kazakhstan, where he escaped in May. The result is dystopian. When every aspect of life is under constant scrutiny, it?s not just ?bad? behavior that must be avoided. Muslims in Xinjiang are under constant pressure to act in a manner that the CCP would approve. While posting controversial material online is clearly reckless, not using social media at all could also be considered suspicious, so Muslims share glowing news about the country and party as a means of defense. Homes and businesses now feel obliged to display a photograph of China?s President Xi Jinping in a manner redolent of North Koreans? public displays for founder Kim Il Sung. Asked why he had a picture of Xi in his taxi, one Uighur driver replied nervously, ?It?s the law.? Muslims are forced from buses to have their IDs checked while ethnic Han Chinese passengers wait in their seats. At intersections, drivers are ushered from their vehicles by armed police and through Tera-Snap ?revolving body detector? equipment. In the southern Xinjiang oasis town of Hotan, a facial?recognition booth is even installed at the local produce market. When a system struggled to compute the face of this Western TIME reporter, the impatient Han women queuing behind berated the operator, ?Hurry up, he?s not a Uighur, let him through.? China strenuously denies human-rights abuses in Xinjiang, justifying its surveillance leviathan as battling the ?three evils? of ?separatism, terrorism and extremism.? But the situation has been described as a ?horrific campaign of repression? by the U.S. and condemned by the U.N. Washington has also started sanctioning companies like HikVision whose facial?recognition technology is ubiquitous across the Alaska-size region. But Western aversion to surveillance is much broader and stems in no small part from abuses like the Facebook/Cambridge Analytica scandal, in which the ?scraped? personal information of up to 87 million people was acquired by the political consultancy to swing elections around the world. China is also rolling out Big Data and surveillance to inculcate ?positive? behavior in its citizens via a Social Credit system. In China?s eastern coastal city of Rongcheng, home to 670,000 people, every person is automatically given 1,000 points. Fighting with neighbors will cost you 5 points; fail to clean up after your dog and you lose 10. Donating blood gains 5. Fall below a certain threshold and it?s impossible to get a loan or book high-speed train tickets. Some Chinese see the benefit. High school teacher Zhu Junfang, 42, enjoys perks such as discounted heating bills and improved health care after a series of good works. ?Because of the Social Credit system, vehicles politely let pedestrians cross the street, and during a recent blizzard people volunteered to clear the snow to earn extra points,? she says. WORLDMysterious Illness in China Not SARS: Authorities Such intrusive government is anathema to most in the West, where aversion to surveillance is much broader and more visceral. Whether it?s our Internet browser history, selfies uploaded to social media, data scavenged from fitness trackers or smart-home devices possibly recording the most intimate bedroom conversations, we are all living in what?s been dubbed a ?surveillance economy.? In her book The Age of Surveillance Capitalism, Shoshana Zuboff describes this as ?human experience [broken down into data] as free raw material for commercial practices of extraction, prediction, and sales.? When it comes to facial recognition, resistance is intense given the huge potential for indiscriminate data harvesting. The E.U. is reviewing regulations to give its citizens explicit rights over use of their facial-recognition data. While tech giants Microsoft and Amazon have already deployed the technology, they are also calling for clear legal parameters to govern its use. Other than privacy, there are equality issues too. According to a study by MIT Media Lab, facial-recognition software correctly identified white men 99% to 100% of the time, but that dipped as low as 65% for women of color. Civil-liberties groups are especially uneasy since facial recognition, despite its widespread use by American police, is rarely cited as evidence in subsequent court filings. In May, San Francisco became the first major U.S. city to block police from using facial?recognition software. Even in China, where civil liberties have long been sacrificed for what the CCP deems the greater good, privacy concerns are bubbling up. On Oct. 28, a professor in eastern China sued Hangzhou Safari Park for ?violating consumer privacy law by compulsorily collecting visitors? individual characteristics,? after the park announced its intention to adopt facial?recognition entry gates. In Chongqing, a move to install surveillance cameras in 15,000 licensed taxicabs has met a backlash from drivers. ?Now I can?t cuddle my girlfriend off duty or curse my bosses,? one driver grumbles to TIME. A vanguard clutch umbrellas aloft to shield their activities from prying eyes, before a second wave advances to attack overhead cameras with tape, spray paint and buzz saws. From behind, a covering fire of laser pointers attempts to disrupt the recordings of security officers? body-mounted cameras. Fending off the cameras is just one response. When Matthew, 22, who used only his first name for his own safety, heads to the front lines, he always leaves his regular cell phone at home and takes a burner. Aside from swapping SIM cards, he rarely reuses handsets multiple times since each has a unique International Mobile Equipment Identity digital serial number that he says police can trace. He also switches among different VPNs?software to mask a user?s location?and pays for protest?related purchases with cash or untraceable top-up credit cards. Voice calls are made only as a last resort, he says. ?Once I had no choice but to make a call, but I threw away my SIM immediately afterward.? The Hong Kong government denies its smart cameras and lampposts use facial-recognition technology. But ?it really comes down to whether you trust institutions,? says privacy expert Tsui. For Matthew, the risks are real and stark: ?We are fighting to stop Hong Kong becoming another Xinjiang.? Ultimately, even protesters? forensic safeguards may not be enough as technology advances. Dr. Prasek was a key contributor to the development and implementation of the EBRD?s Green Economy Transition Strategy which includes the implementation of provisions of Circular Economy in the Bank?s supported projects. He published numerous articles in the fields of solid waste management, circular economy, environmental management and environmental aspects of project financing. The purpose of the Conference was to raise awareness about circular economy and to provide recommendations to various stakeholder groups, including policy makers, financial institutions and project promoters how to accelerate the adoption of circular economy principles at various levels of economic activity. Particular emphasis was put on recommendations such are to improve financing conditions and removing barriers for circular economy projects as well as to identify main areas where incentives should be provided. The keynote presentation of the Conference on aspects of circular economy and related challenges in Georgia found a receptive audience. Representatives of the Government and Parliament of Georgia expressed their readiness to engage all level governmental authorities, business sector, innovators, academia, investors and consumers in this process in order to promote systemic changes to accelerate of the transition to the Circular Economy. Click here Who We Are How We Work What We Do News & Insight A message from Mary Robinson Chair of The Elders Dear Friends, At this start of a new year and a new decade, the world faces two distinct existential threats: nuclear proliferation and the climate crisis. Responding to these threats is critical, but made harder at a time when multilateral co-operation is being undermined by populism, nationalism and a failure of collective solidarity. In a December 2019 statement on the crisis facing multilateralism, The Elders called on all world leaders to: ?acknowledge that effective multilateralism is in their own national interest, regardless of size or strength. Getting others to cooperate by means of internationally-agreed mechanisms is less costly and more reliable than unilateral force.? Such an approach is not only needed in order to tackle the climate crisis and nuclear non-proliferation but also crucially important in addressing the alarming escalation of tensions across the Middle East ? Iran, Palestine, Libya, Syria and Yemen to name but a few. As the United Nations marks its 75th year, the world needs a new vision and a bold sense of purpose if we are to prevent the scourge of war and overcome the existential threats we face. On nuclear non-proliferation, The Elders continue to speak clearly and forcefully about the need for all nuclear powers to get serious about disarmament and to act now to prevent incommensurable devastation. Crucially, this means the US and Russia taking clear steps in 2020 towards the renewal of the New START agreement on nuclear arms control. On the climate crisis, The Elders recognise the need for a bold new initiative. The disappointing outcome of COP25 in Madrid shows that there is still insufficient political will for urgent, collective action to avert catastrophe. We need a new mindset that recognises the urgency of the challenge the IPCC posed in its report on warming at 1.5?C. New ideas are borne from a shared understanding that we need to reduce global carbon emissions by 45% by 2030 and be carbon neutral before 2050. The United Nations will mark its 75th anniversary with a global dialogue on its future and purpose. This is a cause for celebration, but also for speaking frank truths. In an address to the UN Security Council earlier this month I made clear that the UN - and especially its Security Council ? need to be a key player in tackling global challenges, but that it is seen by many as not being fit for purpose. Too many member states, not least those with the special responsibility of holding Permanent Seats, treat it as a forum for advancing their own narrow interests rather than a means of addressing common challenges. The Elders also call on UN member states to do more in 2020 to advance gender equality. Women drew up a remarkable multilateral agenda in Beijing 25 years ago, and this year also marks the twentieth anniversary of Security Council Resolution 1325 on women, conflict and peacebuilding. But women now face a backlash in marking these momentous anniversaries. Greater priority must be given to the terrible problem of systemic violence and discrimination against women and girls ? a cause of immense suffering that The Elders will continue to draw attention to. When The Elders founder, Nelson Mandela, addressed the UN General Assembly on 3rd October 1994 as President of South Africa he posed this question: ?given the interdependence of the nations of the world, what is it that we can and must do to ensure that democracy, peace and prosperity prevail everywhere?? To which he suggested a new initiative was needed, one that ?should inspire all of humanity because of the seriousness of its intent.? The time for such a new initiative to protect people and planet is surely now. Future generations will neither forget nor forgive if we squander this opportunity. The truth is out: Results from our investigation published today in the Guardian, reveal that hazelnuts in Ferrero-Rocher, Kinder Bueno and Nutella contain hazelnuts that may have been picked by children. Stop Child Labour Hi, Nutella?s slogan says that it?s made with love, but we?ve revealed that the chocolate spread contains hazelnuts that may have been picked by children, exploited in Turkey?s hazelnut industry. Working with Turkish partners who traveled to more than 10 cities in the Black Sea Region, we obtained video footage that shows children as young as 11 forced to work long hours, without contracts or adequate health and safety equipment. An 11-year-old girl in the video says: ??We walk to the field at 6.30AM and [...] we work until 6PM. We have two breaks. This is the second time I have come to work here.?? [1] When we saw images of workers, most of them minors, piled up in a dilapidated room, we teamed up with journalists at the Guardian. Together, we connected the dots and found that Ferrero?s products contain hazelnuts that may have been picked by children. Ferrero is a family-owned company led by the billionaire Giovanni Ferrero. [2] Hazelnuts in Nutella, Kinder Bueno, and Ferrero-Rocher make him richer every day while ??Hazelnuts mean work for me,?? says a 14-year-old child in the footage. One farmer in the video says: ?Ferrero is just searching for a fresh hazelnut.? The general manager of Ferrero Hazelnut Company in Turkey in September 2019 told the BBC: "If we determine a product which is produced with unethical practices, we would not touch it.? [6] The truth is that Ferrero is aware of unethical practices. In another interview with the Italian magazine Internazionale, the CEO of Ferrero Hazelnut Company acknowledged: ?child labour exists [in Turkish hazelnut farms], that is undeniable.? Ferrero buys many of its hazelnuts directly from merchants and cannot trace where all of its hazelnuts come from. [7] The company admits that as of 2018, it had only achieved 39 percent traceability on its hazelnuts. [8] The Guardian was able to trace the hazelnuts harvested from one of the farms that hires children to the merchant that buys them. That merchant then confirmed in writing to the Guardian that they sell hazelnuts to Ferrero. If hazelnuts picked by children end up with Ferrero, they must take action to stop this. It?s time for zero tolerance from us as consumers. LONDON, 14 January, 2020 ? Nuclear power is in terminal decline worldwide and will never make a serious contribution to tackling climate change, a group of energy experts argues. Meeting recently in London at Chatham House, the UK?s Royal Institution of International Affairs, they agreed that despite continued enthusiasm from the industry, and from some politicians, the number of nuclear power stations under construction worldwide would not be enough to replace those closing down. The industry was disappearing, they concluded, while the wind and solar sectors were powering ahead. The group met to discuss the updated World Nuclear Industry Status Report 2019, which concluded that money spent on building and running nuclear power stations was diverting cash away from much better ways of tackling climate change. Money used to improve energy efficiency saved four times as much carbon as that spent on nuclear power; wind saved three times as much, and solar double. ?Nuclear is a waste of time and money in the climate fight? Amory Lovins, co-founder of the Rocky Mountain Institute, told the meeting: ?The fact is that nuclear power is in slow motion commercial collapse around the world. The idea that a new generation of small modular reactors would be built to replace them is not going to happen; it is just a distraction away from a climate solution.? On nuclear and climate change, the status report says that new nuclear plants take from five to 17 years longer to build than utility-scale solar or on-shore wind power. ?Stabilising the climate is urgent, nuclear power is slow. It meets no technical or operational need that these low-carbon competitors cannot meet better, cheaper, and faster,? the report says. There was considerable concern at the meeting about the possible danger to nuclear plants caused by climate change. Mycle Schneider, the report?s lead author, said the reason why reactors were built near or on coasts or close to large rivers or estuaries was because they needed large quantities of water to operate. This made them very vulnerable to both sea and coastal flooding, and particularly to future sea level rise. He was also concerned about the integrity of spent fuel storage ponds that needed a constant electricity supply to prevent the fuel overheating. For example, large wildfires posed a risk to electricity supplies to nuclear plants that were often in isolated locations. Cost pressure Loss of coolant because of power cuts could also be a serious risk as climate change worsened over the 60-year planned lifetime of a reactor. However, he did not believe that even the reactors currently under construction would ever be operated for that long for commercial reasons. ?The fact is that the electricity from new reactors is going to be at least three times more expensive than that from renewables and this will alarm consumers. Governments will be under pressure to prevent consumers? bills being far higher than they need to be. ?I cannot see even the newest reactors lasting more than a decade or so in a competitive market at the prices they will have to charge. Nuclear power will become a stranded asset,? Schneider said. The report shows that only 31 countries out of 193 UN members have nuclear power plants, and of these nine either have plans to phase out nuclear power, or else no new-build plans or extension policies. Eleven countries with operating plants are currently building new ones, while another eleven have no active construction going on. Only four countries ? Bangladesh, Belarus, the United Arab Emirates and Turkey ? are building reactors for the first time. In the last 12 months only Russia and China have started producing electricity from new reactors ? seven in China and two in Russia. Unable to compete One of the ?mysteries? the meeting discussed was the fact that some governments, notably the UK, continued to back nuclear power despite all the evidence that it was uneconomic and could not compete with renewables. Allan Jones, chairman of the International Energy Advisory Council, said one of the myths peddled was that nuclear was needed for ?baseload? power because renewables were available only intermittently. Since a number of countries now produced more than 50% of their power from renewables, and others even 100% (or very close) while not experiencing power cuts, this showed the claim was untrue. In his opinion, having large inflexible nuclear stations that could not be switched off was a serious handicap in a modern grid system where renewables could at times produce all the energy needed at much lower cost. Amory Lovins said the UK?s approach appeared to be dominated by ?nuclear ideology.? It was driven by settled policy and beliefs, and facts had no connection to reality. ?Nuclear is a waste of time and money in the climate fight,? he concluded. ? From Amsterdam to Zagreb, our names, addresses, identity numbers and dates of birth are being checked, all to see if enough Europeans support changes in the law. And all of this checking could still take months longer. The campaigns we work on together aren?t always decided in a matter of days, weeks, or even months. Sometimes they take years to see through to completion, like when we start a European Citizen's Initiative (ECI). The ECI is a special way that ordinary European citizens like us can demand the European Commission change in the law in Europe. It?s different from a regular petition because the ECI legally obliges the European Commission to consider, investigate, and respond directly to our demands as citizens ? as long as the ECI reaches 1 million signatures. [1] The ECI we coordinated in 2017 against the toxic pesticide glyphosate gathered more than the required 1 million signatures and directly resulted in a law which will give citizens and independent scientists alike more information about potentially toxic substances in our food system. [2] But while that ECI started collecting signatures in 2017, the new law was only finalised by the EU in 2019 ? over two years later. And it still won?t take effect until 2021. [3] ECIs may be long, tedious, and expensive to run, but the legal obligations they impose on our decision makers in Brussels make it all worth it. That?s why our community supported two ECIs last year that have recently finished collecting signatures: The End the Cage Age ECI and the EatOriginal ECI. Our community didn?t coordinate either of these initiatives, but we gave them our signature numbers and jump-started movements. The End the Cage Age ECI is calling on the European Commission to prohibit the use of cages in European farming in order to end inhumane treatment and suffering of animals. The campaign was started by Compassion in World Farming, a global animal welfare organisation with offices all over Europe. [4] They recently sent us a note to thank us all for our support: ?...the breath-taking way the WeMove Europe community rallied behind our call, signing and sharing the initiative thousands of times, gave our campaign an early boost that set us up for success. For our ECI, the WeMove team were our guardian angels. Their expertise and unconditional support were fundamental to our initiative getting across the finishing line.? Activists for the End the Cage Age ECI deliver signatures to national ministries for verification. ? Compassion in World Farming The EatOriginal ECI is calling on the European Commission to impose mandatory origin declarations for all food products ? to protect our health, to prevent food fraud, and to guarantee our right to information as consumers. [5] Coldiretti, an agriculture association representing 1.6 million farmers in Italy, kickstarted it in Italy back in 2018. Since then, it grew throughout Europe to the point that our movement could push the initiative over the edge. Volunteers literally collected hundreds of thousands of signatures on paper, and we jumped in at the very last moment. Signature collection for both of these ECIs has now completed, which is why our signatures are in European capitals to be verified over the coming weeks and months. Only time will tell if these two initiatives will be successful and compel the European Commission to respond to our demands, but we should all feel immense pride in what we have already accomplished together. And we?re not stopping now! Our movement has been critical in supporting the ECI to Save Bees and Farmers, which started collecting signatures less than two months ago. Thanks to all of us, our community is leading the signature count across the whole alliance! But there?s still a mammoth amount of work to be done over the next several months if we want a real shot at hitting 1,000,000 signatures and changing the law to protect bees and farmers. A unique global initiative to promote peace through land restoration was signed today by the United Nations Convention to Combat Desertification (UNCCD) and the Korea Forest Service (KFS). Conflicts over natural resources are among key peace and security challenges of the 21st century. With the right approach, cooperation in the management of natural resources can offer countries recovering from violent conflict an opportunity to achieve stability and trust while re-building livelihoods and economies. To meet this need, the new Peace Forest Initiative (PFI) will promote cooperation between countries to rehabilitate degraded land and forest in fragile and post-conflict locations while promoting peace and confidence. Today Mr. Ibrahim Thiaw, Executive Secretary of the UNCCD and Mr. Chong-Ho Park, Minister of KFS, Republic of Korea, signed a Memorandum of Understanding (MoU) to establish the framework for the new initiative. Bridging the goals of peace-building and land restoration, KFS and UNCCD have joined forces to realize the common sustainable development targets, including Land Degradation Neutrality (LDN). LDN is a universal goal to tackle land degradation in the context of the sustainable development at global, regional and national levels. It is also an accelerator for the achievement of multiple Sustainable Development Goals. Restoration, rehabilitation and sustainable management of forests play a vital role in the achievement of LDN and create a number economic gains, such as increased production of non-timber products, food security and health, reduced soil erosion, disaster risk reduction, improved watershed management and carbon sequestration. ?The Peace Forest Initiative, welcomed by the last Conference of the Parties to the UNCCD, is an innovative way to link peace and security with Land Degradation Neutrality. The Initiative will help address some of the most challenging situations of transboundary management of shared natural resources while promoting peace and cooperation. UNCCD is excited to join forces with The Republic of Korea and other key partners to launch this promising new endeavor," said Mr. Thiaw. ?We have now embarked on our journey. The PFI is an effective tool to promote cooperation on the restoration of degraded land and forest in conflict-affected areas. Republic of Korea is committed to making this endeavour a great success. Launched on 10 September 2019 during the 14th Conference of the Parties to the UNCCD in New Delhi, India, the PFI will function as a practical platform to facilitate collaboration on sustainable land and forest management in diverse environments. In addition to the needs assessment, the platform will provide guidance on sharing resource wealth and management; ensuring transparency of resource contracts, payments and the potential social and environmental impacts of the activities; management of land tenure and other resource rights; engaging stakeholders and civil society in decision-making and maintaining positive transboundary dynamics that draw on national and local capacity for resolving disputes and grievances. The UNCCD Secretariat welcomes the expression of interest from countries willing to work together to make the Peace Forest Initiative a reality and contribute to LDN implementation through partnership building for peace and security. About Peace Forest Initiative and Land Degradation Neutrality Land Degradation Neutrality (LDN) is a unique approach that balances the expected loss of productive land with the recovery of degraded areas. Today, over 120 countries with various economic and geographical conditions are successfully integrating voluntary LDN targets into their planning systems. UNCCD is the custodian agency for LDN. The UNCCD Parties have recognized LDN as a strong vehicle for driving the implementation of the Convention and adopted it as a key goal. The growing demand for natural resources ? in particular to productive land and water ? combined with environmental degradation and climate change, serves to intensify competition between countries and communities over resource access, ownership and use. Natural resources are set to become key drivers in a growing number of disputes, with significant consequences for international, regional and national peace and security. However, integrating management of environmental resources with peacebuilding activities can provide the pathway to lasting security and sustainable poverty reduction. Understanding risks and opportunities associated with access to natural resources can help decision makers manage natural resources in ways that create jobs, sustain livelihoods and contribute to economic growth without creating new grievances or significant environmental degradation. In post-conflict situations, assigning priority to the management of natural resources and the environment can be challenging. In many cases, the drive for rapid reconstruction comes at the expense of transparency, equitable sharing of resource wealth and the sustainable management of natural resources. When countries emerging from conflict postpone decisions on natural resource management until stability is restored, the impact on long-term sustainability can be disastrous, undermining the fragile foundations of peace. Wise management of shared natural resources in cross-border situations can create platforms for dialogue, confidence building, and cooperation between divided groups to avoid new grievances and environmental degradation. The PFI aims to forge a broad partnership engaging diverse stakeholders, including governments, civil society organizations, local communities, donors, technical experts and international organizations.
