Radical Party: Demonstration in front of the Rai
headquarters
After many years of one-way information,
without debate nor opposition, the referendum campaign to cut the number of
Italian parliamentarians has begun in the absolute silence of media and in
particular of the public service broadcasting. Yesterday both leaders and
militants of the Radical Party demonstrated in front of the RAI headquarters
in Rome and the regional headquarters in Turin, Milan, Bologna, Bari,
Cosenza, Genoa, Palermo, Florence and Naples, to call for an immediate start
of the referendum information campaign.
On 6 February several members of the Cambodian
opposition demonstrated in front of the European Commission and the Council
in favor of the suspension of the scheme known as Everything But Arms (EBA).
The scheme grants full duty free and quota free access to the EU Single
Market for all products, except arms and armaments, between the EU and
Cambodia. The Commission is expected to announce its decision on 12 or 13
February 2020. Makarar Thhai and Matteo Angioli, President and and member of
the General Council of the Radical Party respectively, took part at the
demonstration.

AFRICAN UNION SUMMIT – AGENDA 2063
The annual African Union Summit has kicked off
in Addis Ababa. This 33rd Ordinary Summit, which commenced on 21st January,
will run until the 10th of February.
Comprising statutory meetings and side events,
the summit is being held under the African Union’s theme for the year 2020;
Silencing the Guns: Creating Conducive Conditions For Africa’s Development.
Silencing the Guns is a commitment to achieve the Aspirations of Africa's
Agenda 2063, specifically Aspiration 4, which envisions a peaceful and
secure Africa.
Agenda 2063 is Africa’s blueprint and master
plan for transforming Africa into the global powerhouse of the future. It is
the continent’s strategic framework that aims to deliver on its goal for
inclusive and sustainable development and is a concrete manifestation of the
pan-African drive for unity, self-determination, freedom, progress and
collective prosperity pursued under Pan-Africanism and African Renaissance.
The genesis of Agenda 2063 was the realisation by African leaders that there
was a need to prioritise inclusive social and economic development,
continental and regional integration, democratic governance and peace and
security amongst other issues aimed at repositioning Africa to becoming a
dominant player in the global arena.
Exam to Italy on the agricultural job market
Hilal Elver, UN Special Rapporteur on the
right to food, points the finger at the Italian food system which is
considered sophisticated to the point of straining Italian workers and
farmers: despite a gross domestic product (GDP) estimated at 2.84 trillion
dollars, world-class innovative companies, a large agricultural sector and
modern production capacities, small farmers are exploited in Italy. After an
11-day visit to Italy, the picture is not edifying. Elver underlines that
“As a developed country and the third largest economy in Europe, these
levels of poverty and food insecurity in Italy are unacceptable. The Italian
government should understand that food charity is not to be confused with
the right to food”. Migrant workers are clearly the most vulnerable. Between
450 and 500 thousand migrants work in Italy in the sector, representing
about half of the workforce. Seasonal and non-seasonal workers often find in
the capolarato the only opportunity to sell their workforce and get paid in
the system. The unloading and burning of contaminated products in rural
areas, the purchase of land with illicit cash, the use of toxic fertilizers,
often sprayed by workers without their knowledge, complete a shameful and
worrying picture.

The Right to Know and the Parliamentary Assembly of
the Council of Europe
During the last session of the Parliamentary
Assembly of the Council of Europe, that was held in Strasbourg at the end of
January, the initiative for the affirmation of the Right to Know took a
further step forward. The initiative has obtained the go-ahead from the
Presidential Committee of the Assembly for the inclusion of a draft
resolution in the Committee for Culture, Science, Education and Media, and
will be later bring ti the attentiin if the plenary assembly. The main
rapporteur is Senator Roberto Rampi, who is also vice-president of this
Commission.

For a complementary joint procedure CM-PACE in
response to a serious violation by a member State of its statutory
obligations
Strasbourg, January 29, 2020 - The Assembly
welcomed the intensification of dialogue and contacts with the Committee of
Ministers with a view to setting up a complementary joint procedure between
the two statutory organs of the Council of Europe in response to a serious
violation by a member State of its statutory obligations.
It reiterated that such a procedure, in which
the two statutory organs and the Secretary General of the Council of Europe
participate, will strengthen the Organisation’s ability “to react more
effectively” in such situations and will “enhance the impact of any measures
to be taken both regarding the member State concerned and the Organisation
as a whole”.

The failure of diplomacy in the Libyan conflict
The Special Representative of the UN Secretary
General for Libya - Ghassan Salamé - denounced the resumption of the
fighting despite the truce that began on 12 January and the promises made in
the aftermath of the Berlin Conference by the countries implicated in the
conflict to cease their interference. A heavy and pregnant accusation from
Salamé who spoke about (…)unscrupulous actors inside and outside Libya who
cynically watch efforts to promote peace (...) They continue to redouble
their efforts to find a military solution, increasing the risk of a
large-scale conflict (...).He recalled how the "Representatives of the
countries involved and regional organizations, some directly and others
indirectly fueled the conflict, agreed not to intervene in Libya's internal
affairs and to respect the arms embargo imposed by the UN". The UN Refugee
Agency has announced that it will suspend its operational activities in a
transit center for refugees in Tripoli: it has started to transfer dozens of
refugees to safer places and will facilitate the evacuation of hundreds of
people including around 700 asylum seekers from two different detention
centers.

A convention for the people: Council of Europe marks
the 70th anniversary of the European Convention on Human Rights
The leaders of the 47-nation Council of Europe
have issued the following statement to launch the 70th anniversary of the
European Convention on Human Rights in 2020:
The European Convention on Human Rights came
into being against the dreadful background of the devastation of the Second
World War, reflecting a determination on the part of European leaders to
learn from the mistakes of the past and to help protect individuals from
State abuse. Peace and stability could only be achieved by the consolidation
of democracy and the rule of law.
Ten years of reforms have reinforced the
Convention system. Nevertheless, important challenges remain in terms of the
backlog of cases at the Court and the need to fully implement its judgments.
