It is also the main precursor of tropospheric ozone (O3). Over a 20-year period, methane?s effect on global warming is 84 times greater than carbon dioxide. Fossil fuel production, including coal mining, accounts for 29% of human-made methane emissions. Even after coal mines are closed, they continue to emit methane that migrates into the abandoned mine from neighbouring, connected coal deposits. As many countries shift their energy economies away from coal, tackling Abandoned Mine Methane (AMM) emissions will be an important issue. This phenomenon, however, is observed not only in countries where coal production is declining and mines are closing, it is also found in those where coal production continues to play a significant role in the energy mix and closed mines are replaced by new mines. Due to methane?s relatively short 12-year atmospheric lifetime, compared with CO2, taking action now to reduce emissions can have a near-term impact to slow warming. Methane emissions from closed and closing mines can be substantial and are projected to increase. Estimates of global coal mine methane emissions indicate that AMM represented 17% of the total mine methane emissions in 2010 and forecasts indicate that the proportion may increase to as much as 24% in 2050. To put these numbers in perspective, in 2016, coal mines in the United States alone released 60.5 MMTCO2e of methane, which equals roughly the warming impact caused by 13 million cars. New methods of assessing emissions, including use of remote sensing, measuring methane concentrations in the atmosphere, pinpointing sources, and estimating based on historical coal production, may help countries identify and inventory methane resources comprehensively. More precise estimates of the cumulative volume of emissions could draw attention to this potentially important energy source and drive policy frameworks that support investment. To help raise awareness of AMM opportunities amongst corporate, government and financial decision-makers, UNECE?s Group of Experts on Coal Mine Methane prepared a Best Practice Guidance for Effective Methane Recovery and Use from Abandoned Coal Mines. The document, presented at the 28th session of the Committee on Sustainable Energy (Geneva, 25-27 September), complements the Best Practice Guidance on Effective Methane Drainage and Use in Coal Mines, first issued in 2010. However, not all abandoned mines are suitable for commercial AMM projects. Favourable mining and geological conditions may exist, but the most critical pre-condition is the presence of a suitable end user who could use the gas commercially. Without a market for AMM-based energy, it is unlikely that there would be a viable and sustainable project. Experience has shown that efforts made at the pre-feasibility and feasibility stages of a project can significantly reduce both operational problems and future costs. Speaking about the new publication, Mr. Scott Foster, Director of UNECE?s Sustainable Energy Division, noted that ?we must recognise that we cannot simply walk away from the world?s coal mining legacy. There are increasing opportunities to address environmental impacts by monitoring and mitigating methane emissions from abandoned mines.? The Chair of the Group of Experts on Coal Mine Methane, Mr. Raymond Pilcher, underlined, in turn, that ?it is clear from the work of the experts and examples of successful projects that abandoned mine methane may have significant value, but it is also clear that entrepreneurial investors and favourable market conditions are critical if viable projects are to be developed. Yet, there will remain many abandoned mines for which projects may not be developed, and those mines will continue to emit methane unless actions are taken. Clearly, innovative policies will be needed to address this growing source of emissions.? The AMM Best Practice Guidance does not replace or supersede laws and regulations or other legally binding instruments, whether national or international. A clear legal framework and supportive policies can help in getting methane to market. To gain a greater understanding about the potential growth of these emissions, UNECE member states and Global Methane Initiative (GMI) members are urged to consider ways to improve their knowledge of the magnitude and rate of growth of this emission source by including methane emissions from abandoned underground coal mines in their national inventories. He is tired of governments and parliaments that talk about the "climate crisis" without making any decisions. "Time and again I hear in various contexts that big, international oil companies like Total are dinosaurs. We continue to rumble, but in a moment we'll be extinct, because climate change has made us redundant," Pouyann? says. He rounds off the first day of the conference Oil & Money 2019, arranged for the 40th time by Energy Intelligence, which has been met by activists from the movement Extinction Rebellion, which demands a carbon-neutral world by as early as 2025. The UN's Paris Climate Accord targets a carbon-neutral world in 2050, whereas the UN's Intergovernmental Panel on Climate Change (IPCC) has said that the world only has 11 years left if global temperature rises are to be limited to 1.5 degrees Celcius. The participants gained knowledge on drying and processing technologies of different fruits and forest products available in the communities and principles of solar drying systems. That?s because there?s massive momentum: the alarm bell is sounding loud and clear across Europe and people are uniting for climate justice. Well before the Spring we read the signs that awareness of the climate threat was rapidly growing, so we decided to devise a 3-point plan to help this wave become unstoppable. Our movement has a role to play by helping to connect local and transnational movements, and ensuring European institutions hear the uproar from the streets. Here?s what we?ve done to maximize the power of the climate justice movement: 1. Climate justice: a top priority for the European Commission? The European Commission - its President, Vice Presidents, and College of Commissioners - are responsible for kickstarting all new EU legislation. With their new 5 year mandate starting now, we couldn?t let them ignore demands for real leadership in the face of the climate emergency. This might be the last Commission with the power to act. The candidate to the Presidency of the Commission, Ursula von der Leyen, didn?t have a single commitment on the climate crisis when she was nominated in July. That's why our community sent over 75,000 messages to MEPs urging them to ask her for a bold plan. In just days, she went from zero commitments to agreeing that Europe isn?t doing enough and committing to increase its climate targets. She also plans to make Europe the first climate-neutral continent and wants to mobilise the money to do it. It?s far too early to call her a climate leader, since these are still only words, and we need action. [1] That?s why in September, we set off to get that action by connecting you directly to your MEPs. Nearly 600 of you gave your MEPs a call, and asked to only give the green light to a Commission that is committed to kicking off a green transition and that recognises the climate emergency. MEPs and Commissioners are feeling the pressure. In just a week, the Commission as a whole, with its President and Commissioners, will be put to final scrutiny in an all-in or all-out vote - and we?ve prepared a nice reminder for MEPs that Europeans are watching. All we can say is, we?ll be heard in Brussels in a few days. Watch this space! 2. Bringing the climate action wave to all corners of Europe To fight the climate crisis we need strong connected movements all over Europe, and connecting beyond borders is what WeMove Europe does best! We asked you to chip in if you thought we could make a difference for those in challenging circumstances who would like to take climate action. And you responded with a big yes! You contributed over 46,000 euros to make this work possible: you helped us to reach out to movements in regions where there is a lack of resources, where people can face huge risks if they organise, and where activists are disconnected. What now? We'll be reaching out to grassroots groups in countries like Bulgaria, Serbia, and Hungary and surveying their needs. And, once we agree with local activists about the priorities, we'll roll up our sleeves! 3. Strike! Take to the streets! The youth from Fridays for Future called on everyone to join them between 20 and 27 September in what has been the biggest strike for the climate ever, with over 4.5 million people taking action in Europe alone. [2] And we powered up their call! How? We invited our nearly one-million strong community to search for an action near them on Fridays for Future?s online map of actions. But we didn?t stop there. In Spain, for instance, tens of organisations reacted to the call of the youth - but it would have been hard for people to realise how many groups were responding to the call, given there was no single map where all initiatives where listed. We compiled actions by diverse groups and displayed them in a single map that showed just how keenly civil society had responded to Fridays for Future?s call: 80 additional actions were organised on top of the 22 led by Fridays for Future in Spain! Our work helped more people, including those living in remote places, to be part of the global week of mobilisations. And of course, our team also joined the strike - we hope you had the chance to take action too! ECONOMICS, ENERGY Nuclear cannot help against climate crisis September 30th, 2019, by Paul Brown With new plants costing from five to ten times more than renewable options, and taking far longer to build, nuclear cannot help against global warming. LONDON, 30 September, 2019 ? Finding a way to head off the galloping climate crisis, although it?s taxing the world?s best brains, leaves one clear and inescapable conclusion, reiterated not only by researchers but acknowledged implicitly by the industry: nuclear cannot help. Last week the French builders of the nuclear reactors being built in the United Kingdom announced a startling rise in construction costs. The news came on the day a report was published which said nuclear generation worldwide is now hopelessly uncompetitive in cost compared with renewable power. The World Nuclear Industry Status Report 2019 also stresses that as far as climate change is concerned nuclear power has another huge disadvantage. Wind and solar power stations take only months to build before they produce power, so they quickly start to displace fossil fuels and save emissions of carbon dioxide. Nuclear reactors, on the other hand, take at least five years to build ? and very often more than a decade ? and so the fossil fuel plants they are designed to replace continue to pump out greenhouse gases. With the need to cut carbon emissions increasingly urgent, this makes nuclear power the wrong solution to climate change, the report says. The announcement by the French nuclear giant ?lectricit? de France (EDF) of the rise in costs of the twin reactors being built at Hinkley Point C in the West of England put the cost of construction at up to ?22.5 billion (US$27.9bn) an increase of up to ?2.9bn ($3.6bn) from its last estimate in 2017. ?Nuclear new-build costs many times more per kilowatt hour, so it buys many times less climate solution per dollar? With the construction of the station still in its initial stages, costs are expected to rise further before the first power is generated in late 2025 ? even if there are no further delays. Two similar pressurised water reactors close to completion in France and Finland have taken more than twice as long to construct as originally estimated and are still not producing power. Both projects have recently announced yet more delays. The 2019 status report, produced by a group of independent energy consultants and academics, makes grim reading for the nuclear industry because it compares the cost of producing electricity from renewables ? particularly wind and solar ? with nuclear. It says nuclear now costs between five and ten times as much as solar and wind power. The report says: ?Nuclear new-build thus costs many times more per kilowatt hour, so it buys many times less climate solution per dollar, than these major low-carbon competitors. That reality could usefully guide policy and investment decisions if the objective is to save money or the climate or both.? Existing plants affected This gap is widening as nuclear costs keep rising and renewable costs falling. The report quotes the International Energy Agency which says: ?Solar PV costs fell by 65 percent between 2012 and 2017, and are projected to fall by a further 50% by 2040; onshore wind costs fell by 15% over the same period and are projected to fall by another 10?20% to 2040.? But the report also makes clear that it is not just in new build that renewables are a much better option than nuclear in combating climate change. In many nuclear countries, especially the US, the largest nuclear energy producer, new renewables now compete with existing nuclear plants. If the money spent on operating expensive nuclear plants were invested instead in cheaper renewables, or in energy efficiency projects, then that would displace more fossil fuel generation than keeping nuclear plants running. The report catalogues the dismal record of delays in nuclear new build across the world. At the beginning of 2018, 15 reactors were scheduled for startup during the year; seven of these made it, plus two that were expected in 2019; of these nine startups, seven were in China and two in Russia. Of the 13 reactors scheduled to start up in 2019, four have already been postponed to 2020. The problem for the industry is that the capital cost of new stations is so great that outside totalitarian regimes the finance cannot be found without massive subsidies from the taxpayer or levies on electricity consumers. Plans abandoned Even in the UK, where the government has enthusiastically endorsed new nuclear power station projects, most planned projects for new stations have been abandoned. Even before the latest cost escalation for Hinkley Point was announced, the Nuclear Status report was casting doubt that EDF?s follow-on project for another giant nuclear station on the UK?s east coast, Sizewell C, was likely to come to fruition. The report says: ?Given the problems EDF is having financing Hinkley, this makes the Sizewell project appear implausible. ?Over the past decade the extraordinary cost of the UK?s proposed nuclear power program has become apparent to a wider academic community and public bodies. Even when the Government was willing to invest directly into the project, nuclear costs were prohibitive.? ? Had you asked me that same question just a few years ago, I would have answered very differently. The climate emergency is an enormous challenge, and it is easy to feel discouraged. We need to be realistic and self-aware about how difficult it is to achieve systemic and societal change. But, I have also learned ? through my travels and encounters with people around the world ? we are already on the way to creating the future we want. All over the world, people are finding the courage and strength to create alternatives to our destructive systems. They have chosen the values of respect and preservation, not only for our planet, but for all of us who live here. In Copenhagen at the C40 World Mayors Summit, I had the opportunity to meet many of these people working for a better tomorrow. They are young people, entrepreneurs and mayors who have decided it is time to act bravely and boldly to curb the climate emergency. These past few days at the C40 World Mayors Summit have made me realize that change is possible if we want to make it happen. Copenhagen is a good example of this. This city is built around the values of solidarity, openness to others, and respect for the environment. My ideal city looks very much like this: a city with clean air to breathe, a city where you can go anywhere without having to use polluting cars, a city where it is easier for people to lead happy and fulfilling lives. After the C40 World Mayors Summit, it?s clear to me that metropolises can be leaders for change. By 2030, I hope that the climate movement will have touched and transformed every community, in every city. Mayors from all over the world, accompanied by young leaders, are already working together to reinvent our future. As proof, they came together to support a "Global Green New Deal", with the goal to create more inclusive cities, tackling climate change, poverty and inequality at the same time. Hi, As a community, we?ve been fighting to ban the toxic chemical glyphosate in Europe since we were founded. And there?s been a breakthrough: Austria recently passed a historic vote and is set to become the first EU country to completely ban the herbicide. [1] But companies like Bayer-Monsanto are gearing up to sway the EU Commission to strike down Austria?s ban. None of us alone have the power to fight back against giants like Bayer-Monsanto, but together we can beat them. If enough of us put pressure on the EU to uphold the ban, many other EU countries could easily follow Austria?s example. We?ll be closer than ever to a glyphosate-free and safer future for all of Europe. Tell the EU to uphold Austria?s ban on glyphosate The EU Commission and EU countries have until November 29 to try to block the ban. It?s no surprise that Bayer-Monsanto has already started arguing that Austria?s ban contravenes EU procedures. [2] They don?t care about safety first or whether their product can cause cancer, as long as they maximise their profits. But when the Commision was trying to get EU countries to approve a new license for glyphosate in 2017, it already told countries that they could ban glyphosate individually if they wanted. [3] Together we need to stop Bayer-Monsanto from preventing a ban on glyphosate in Austria. And all we need to do is remind the EU Commission of their own words! Remind the EU to respect countries? right to ban pesticides We?ve been fighting against the likes of Bayer-Monsanto for years. And together we?ve made a difference. In 2017, thanks to our campaigning with our NGO partners, EU institutions only granted a 5-year license to glyphosate and not the 15 year license that the industry wanted. [4] That year we launched an official European Citizens? Initiative (ECI) which gathered over 1 million signatures in favour of banning glyphosate. And as a direct response to our ECI, the EU changed the law so that formerly secret industry safety studies must be shown to the public. [5] Now that we can see these studies, we have more tools to challenge Bayer-Monsanto when glyphosate and other dangerous chemicals come up for re-approval in the EU. And if the EU upholds Austria?s ban, we have an opportunity to build momentum for a EU-wide ban TODAY, without waiting for the license to expire. Build momentum for a glyphosate-free future for all of Europe In the past, together we?ve proven that our people-power is stronger than the corporate lobby. Austria?s historic ban could finally prove to be the catalyst that influences all of Europe to remove glyphosate from our food supply. Let?s keep up the pressure and tell the EU Commission to resist Bayer-Monsanto?s lobbyists and respect all EU countries? right to ban pesticides. We think you might be interested in it. Even the best environmental standards don?t help if our neighbours ignore them. A lot of the dirty air we breathe comes from coal power plants just over the borders of the EU. We?re calling on the new Commission to clean up the air. Sign now! 16 of coal-fired power plants in the Western Balkans, just over the EU border, produce more fine dust and sulphur dioxide than the 250 plants in the whole EU combined. [1] It makes us sick, and the most vulnerable are the most affected: Children, the elderly, and those who are already ill. These countries already have committed to adopting EU emissions standards for their coal power plants - which would mean installing technologies to reduce exhaust fumes. But this is progressing far too slowly, and it?s costing us dearly. The European Commission can speed the process up and protect the health of people in the EU and the Balkans alike, by pushing them to comply with long-agreed emissions standards. The Commission is already politically and financially helping the Western Balkans with energy policy, and with new commissioners for Energy and Environment taking office, it has a golden opportunity to shape cleaner, healthier energy policy in the region. To get the attention of the new Commission we will: a.. Publish research in December [2] to show how much Western Balkan countries are failing EU standards for clean air. b.. Bring local activists to Brussels in December to meet representatives for the new commissioners. c.. Droughts have decimated communities and livelihoods in Africa for long. This year alone, over 45 million people across Africa, mostly in Eastern and Southern Africa, are food insecure due to prolonged droughts. The Africa Risk Capacity (ARC) and the United Nations Convention to Combat Desertification (UNCCD) announced they will collaborate to support the development of financial tools to help Africa to adapt and become resilient to future drought and other extreme weather events. The partnership will support African countries in managing the impact of extreme weather events, including drought. It will also seek to leverage private sector resources through the development of new financial instruments that can provide insurance protection and other funding to mitigate these risks. The announcement was marked by the signing of a Memorandum of Understanding by Ibrahim Thiaw, UNCCD Executive Secretary, and Mohamed Beavogui, ARC Director General, during a two-day technical workshop convened on 22 and 23 October in Bonn, Germany. The workshop is reviewing the proposed principles and work of the eXtreme Climate Facility (XCF). XCF is a new financial vehicle aiming to tap into capital market resources to provide financial support to countries affected by extreme weather events. Technical experts gathered at the workshop are exploring the robustness of the core elements of the XCF. These include the financial products and their underlying index, viable alternative market-based solutions and the partnerships that are essential to deliver both the product and the aims. The process for the XCF began in March 2014 when the African Union Conference of Ministers of Finance requested the ARC, by decision no. 927(XLVII), at the Seventh AU-ECA Joint Annual Meetings in Abuja, Nigeria, to develop a financing mechanism to enhance Member States? response to the impacts of increasing climate volatility. The first Special Report on Climate Change and Land released just three months ago by the authoritative Intergovernmental Panel on Climate Change warns that droughts may increase in frequency and intensity in much of Africa. ?The message is clear. We will see an increasing number of droughts with unprecedented severity, which are exacerbated by climate change. No country or region, rich or poor, is immune to the vagaries of drought. The ARC-led XCF will become an important tool to help African countries to cope effectively with the impacts of drought,? said Ibrahim Thiaw during the ceremony. ?Currently, through the Drought Initiative, the UNCCD is helping 35 of Africa?s 57 countries to create the mechanisms they need to take early action to avert drought disasters. Climate youth took over the busiest hall of the European Parliament with a sit in, causing quite a stir! They made their statement loud and proud to the politicians working there: ?Vote for my future. Vote for a new European Commission that properly champions climate justice now?. There were lots of cameras and the unprecedented situation even made the security antsy. But the youth wouldn?t budge.[1] All of a sudden, Iratxe Garcia Perez turned up. She?s the leader of the Socialists & Democrats, the second largest group in Parliament, and directly involved in negotiations over the future European Commission. She kicked off a meeting with the climate youth there and then. And so they occupied the main hall of the European Parliament, just like occupying the plazas! Engaged debate in the European Parliament This kind of loud, energetic but ultimately peaceful disruptive action on climate has never happened in the Parliament. It was politically very important for climate youth to meet this EU leader. And guess what? Just minutes before, she had seen the WeMove Europe Twitter action that reached out to everybody in the Parliament! WeMove Europe is here to connect and boost the power you have combined with mine and that of thousands of others across Europe. We come together, at the right time, and direct our voice towards the right people. We use the tools we have at hand, a smartphone, or computer, and 2 minutes of our time, to have maximum impact. Seeing the outcome of our tweets (and more) come together in front of my eyes in the European Parliament was truly inspirational. It is thanks to a growing number of us contributing whatever amount they can afford every month. (On average a lot of us donate 15 euro monthly.) Yes, I donate monthly No, I cannot donate monthly This is only one important example of where Twitter helped us to deliver our message to EU leaders. We are always thinking about how we can bring your voice to decision makers. Twitter is widely used by politicians, journalists and activist organisations in Brussels. So from time to time, particularly when we know a last minute action could work to change things, we use Twitter. If you don?t have a Twitter account, you still are able to search hashtags like #VoteForMyFuture or the address of a person like @vonderleyen (President-elect of the European Commission) and watch what?s going on. Focus on photovoltaics. Summary says it: Rapid growth happening but still to small. Renewable electricity growth still needs to accelerate significantly to meet long-term sustainable energy goals. This growth is possible if governments address the three main challenges to faster deployment: policy and regulatory uncertainty; high investment risks in many developing economies; and system integration of wind and solar PV in some countries. Tackling these challenges underpins our Accelerated Case forecast in which total renewable capacity increases more than 60% to 4 000 GW by 2024, by which time it is twice the size of today?s global coal capacity. Annual deployment rises to 280 GW ? 50% higher than the current rate and in line with long-term sustainable energy goals. Rapid cost reductions could lead to a distributed PV boom. In most countries, commercial and residential systems already have electricity generation costs that are lower than the variable portion of retail electricity prices. Residential and commercial solar PV costs are forecast to decline a further 15% to 35% by 2024, making the technology more economically attractive and spurring adoption worldwide. Our Accelerated Case shows that a combination of increasingly favourable economics, enhanced polices and more effective regulation could push the global installed capacity of distributed PV above 600 GW by 2024 ? almost double the total installed power capacity in Japan today. However, based on available rooftop area, even this is only 6% of distributed PV?s technical potential. The increasing economic attractiveness of distributed PV systems could therefore lead to a massive expansion in the coming decades, attracting hundreds of millions (or even billions) of private investors. Heat generated from renewable energy is set to expand by one-fifth between 2019 and 2024. Buildings account for over half of global renewable heat growth, followed by industry. China, the European Union, India and the United States are responsible for two-thirds of the global increase in renewable heat consumption over the forecast period. However, renewables? share of global heat consumption increases only marginally, from 10% today to 12% in 2024. Overall, renewable heating potential remains vastly underexploited and deployment is not in line with global climate targets, calling for greater ambition and stronger policy support. The World Health Organization estimates that more than 7 million people around the world lose their lives each year because they breathe dirty air. Just this week, new data released through the C40-supported Breathe London project revealed that, on their way to school, children are exposed to air pollution that is five times more harmful than at any other time of day. The same emissions that poison the air also contribute to the global climate crisis. We cannot stand for this. Clean air is a human right, and it?s time to take action. That?s why 35 mayors from across the globe signed on to the C40 Clean Air Cities Declaration. It commits them to working together to ensure more than 140 million people living in their cities have clean air to breathe. Just last week, Mayor of London Sadiq Khan hosted a Clean Air Summit, bringing together fellow mayors, business leaders and clean air experts to ensure cities meet the World Health Organization?s air quality standards. Globally, mayors understand what needs to be done to ensure clean air for all, but they also know they cannot do it alone. C40 recently published a guidebook called We have the power to move the world, which offers advice and expertise from 14 mayors that are already taking action to clean the air, and cut greenhouse gas emission in their cities through sustainable transport. The targets that mayors are setting will be difficult to meet. Petrol and diesel vehicles still dominate our city streets and poison the air we breathe. Pollution from buildings, waste disposal and industry all contribute to poor air quality in our cities. But we must act now. Our health ? and the health of our children ? hangs in the balance. Illegal logging of virgin forests in Romania is taking its violent toll. Activists are routinely threatened and beaten for protecting the forests. Liviu Pop is the sixth person who died fighting against logging, and his is the second fatality this month! [2] Yet logging continues with the silent consent of local authorities, who have ties to the dodgy logging business. But this week can be a game changer: the people of Romania are taking to the streets. [3] They will demand that the investigation of Liviu's death is taken over by the impartial prosecution office in Bucharest. They will protest against illegal logging and omnipresent corruption. With a deep governmental crisis going on in Romania right now, these demands already have greater impact. [4] But we can make them even stronger by making sure Liviu's story is told across Europe, and by asking the European Commission to take a stand. Demand justice for Liviu. Sign! Liviu Pop was found shot with his own gun next to a logging site. The investigation of his death is in the hands of the prosecutors from Maramures County, where the incident took place. Prosecutors are looking into the theory that the forest ranger shot himself by mistake. The main suspects were released uncharged. One of them is the nephew of the chief prosecutor in a nearby city. He is a millionaire and works for a company involved in scandals regarding illegal logging. This raises very serious questions about the impartiality of the investigation. [5] The investigation must be moved to Bucharest! WeMove Europe has long been part of the mobilisation to protect the forests in Romania. Over 110 thousand of us signed a petition against illegal logging - the same cause Liviu was fighting for. [6] We have also stood up in solidarity with and donated to the forest defenders of Poland?s Bia?oweza Forest.
