COP25 Media Monitoring - Day 5 - Friday
Media coverage begins to deepen on issues around science and impacts. We are
seeing more stories on the risks to vulnerable countries, the implications
of not scaling action, and the launch of a platform that will boost
science-based ocean solutions. As discussions deepen over urgency, so do
moral calls for action. In his message to COP25 leaders, Pope Francis asked
for more political will to safeguard a healthy planet.
Despite economists promoting carbon markets as “a powerful tool in the fight
against climate change”, environmental organisations are not convinced -
many criticise the mechanism as a form of greenwashing.
Science / Impacts
Latest UN Emissions Gap Report finds world must ramp up climate ambitions at
least threefold to meet Paris goals (Mongabay)
“Inger Andersen, UNEP’s Executive Director, said that it is still possible
to meet the Paris Climate Agreement’s targets, but that solutions must be
deployed at a much faster rate and at a much larger scale.
“Our collective failure to act early and hard on climate change means we now
must deliver deep cuts to emissions — over 7 per cent each year, if we break
it down evenly over the next decade,” Andersen said in a statement. “This
shows that countries simply cannot wait until the end of 2020, when new
climate commitments are due, to step up action. They — and every city,
region, business and individual — need to act now.””
Climate risks increase worldwide, even for rich countries: report
(Xinhuanet)
“"The Climate Risk Index shows that climate change has disastrous impacts
especially for poor countries, but also causes increasingly severe damages
in industrialized countries like Japan or Germany," said David Eckstein of
Germanwatch, who also called for more financial support for poor countries
that suffer extreme weather events.”
Chile Launches Platform for Science-based Ocean Solutions at COP 25 (IISD)
“The Platform will encourage and guide implementation of policies,
programmes and projects to support evidence on climate change and its impact
on the ocean, and will support the creation of a community of practice to
share lessons learned, offer inspiration to support the transfer and uptake
of solutions in other contexts and advance ocean-climate action. The
Platform also seeks to engage a large number of actors in ocean-climate
action, including the public and private sectors, civil society and
academia.”
As Climate Change Worsens, A Cascade of Tipping Points Looms (Yale.360)
“The researchers once considered these tipping points to be largely
independent of each other. Now they warn that the world faces a “cascade” of
abrupt shifts in the planet’s climate system, as global warming takes hold.
“We might already have crossed the threshold for a cascade of inter-related
tipping points,” they wrote in Nature. This “could trigger a shift in the
state of the Earth system as a whole,” one of the authors, Will Steffen of
the Australian National University in Canberra, told Yale Environment 360.”
Climate models have accurately predicted global heating, study finds (The
Guardian)
““We found that climate models – even those published back in the 1970s –
did remarkably well, with 14 out of the 17 model projections
indistinguishable from what actually occurred,” said Zeke Hausfather, of the
University of California, Berkeley, and lead author of the paper, published
in the journal Geophysical Research Letters.”

Vulnerable Countries
Puerto Rico Is the Most Vulnerable Country to Climate Change, Says Report
(Latin Post)
“Compared to the CRI 2019, which considered the period from 1998 to 2017,
there have been a few changes in the CRI ranking: while Puerto Rico remains
at the top of the list, Myanmar and Haiti each move up one place to become
one of the three most affected countries over the past two decades. [...]
“According to the study, poor and developing countries are most vulnerable
to climate risks and are often hit the hardest, seeing higher rates of
deaths and hardships. Despite this, researchers also found that high-income
countries are also feeling climate impacts more than ever before.”
India is fifth most vulnerable of 181 countries to climate change fallouts:
Report (First Post)
“Overall, India’s economic losses due to climate change were the second
highest in the world with a loss of Rs 2.7 lakh crore ($37 billion) – nearly
as much as its defence budget in 2018 – the report said. This translates to
losing about 0.36 percent per unit of gross domestic product.”
Urgency and ambition / Loss and Damage
Let’s assess failure of developed countries in acting on climate, says India
(The Indian Express)
“Amidst growing urgency over the need for enhanced actions on climate
change, India, China, Brazil and some other developing countries have sought
an assessment of the failures of developed countries to fulfil their climate
obligations in the pre-2020 period.
At the Madrid climate change meeting, these countries argued on Thursday
that the main reason why the world seemed headed towards a climate disaster
was that the developed countries never met their obligations under the Kyoto
Protocol, the 1997 climate agreement that expires next year and is set to be
replaced by the Paris Agreement.
India and the other countries said that the developed countries must be
given another two years, until 2022, to fulfil their earlier commitments.”
Cop25 Bulletin: A rare press conference (Climate Home)
“In a rare press conference hosted by the government of China, a panel of
experts (which didn’t include any government officials) dodged questions
about whether Beijing would enhance its climate plan next year.
China’s current plan to peak emissions by 2030 and before if possible “was
already made with great ambition,” they said.
“He Jiankun, a professor from Tsinghua University and the deputy director of
the national expert committee on climate change, said China was “shifting
from an economy developing at high speed to an economy developing at high
quality.””
Climate Emergency CoP 25: Its market versus market in Madrid (Down to Earth)
“The ghost of pre-2020 carbon market mechanism has started to haunt the
Madrid negotiations over a new climate market mechanism proposed for the
post-2020 Paris regime. The negotiations for the new carbon market regime,
which falls under Article 6 of the Paris agreement, will take centre stage
along with the other outstanding issue of “Loss and Damage” before the
agreement gets rolling on ground.
“According to sources, some developing countries, in private discussions,
have already raised the demand that the Kyoto Protocol phase II should be
pushed back for couple of years to ensure that the developed countries
complete their commitments under the protocol. Developing countries are
pointing out that the Doha Amendment to the Kyoto Protocol, which
officialises the second commitment period from 2013 to 2020, is yet to be
ratified by requisite number of developed countries and hence did not get
started on ground, though its scheduled closure has almost reached.”
Rich countries refuse to pay for green projects in poor nations (India
Climate Dialogue)
““How can they describe as worthless all the work done by developing
countries for 15 years?” an angry senior Indian government negotiator
riposted. “Who is polluting – these CERs, or the rich countries? Why don’t
they look at the reports on which countries are meeting their Paris
commitments as of today? There’s not a single developed country there.”
India is one of the few large economies meeting the Paris agreement goal to
do its share to keep average temperature rise within two degrees Celsius
from preindustrial times.”

Carbon markets
Trading carbon credits from nature sparks fiery debate at UN talks (Reuters)
““When it comes to taking action in the climate space, the world has been
very long on say and very short on do,” said Duncan van Bergen, vice
president for nature-based solutions with Shell New Energies.
“We believe that nature has a role to play - not instead of, but in addition
to, a lot of hard work that needs to happen to decarbonise energy,
transportation, agriculture and other sectors of the economy,” he added.”
Environmental organizations denounce carbon markets, green washing in Cop
(EFE)
“Carbon markets "represent a threat to people, politics and the planet", and
are a "green washing" strategy, Tom Goldtooth, director of the Indigenous
Environmental Network, said.”
Climate Justice Groups Protest Use of Carbon Markets for Meeting Paris Goals
(Inside Climate News)
“"Over and over again, carbon markets have proven that they are not
effective in reducing emissions," said Tere Almaguer, environmental justice
organizer for PODER in San Francisco. Her group focuses on organizing Latino
communities—including those who live near California refineries and feel
that they bear the brunt of poor air quality from fossil fuel emissions.”
UN Climate Talks Aim to Pave Way for Global Carbon Market (VOA)
“Economists say that carbon markets like the one Otterpohl uses can become a
powerful tool in the fight against climate change, by giving emitters a
financial incentive to reduce greenhouse gases. But despite making progress
in other areas, governments have for years been unable to agree on the rules
that would allow truly global trade in carbon permits to flourish.”
Youth / Mobilization
Jeremy Clarkson lashes out at ‘dangerous’ Greta Thunberg once more
(news.com.au)
“During the interview, Clarkson spoke about how filming in Southeast Asia
changed his views on the impact of climate change.
“I don’t think I have ever actually seen the effect of global warming. When
you see those houses on stilts in the show … and the water is miles away,
that is a remarkable thing,” he said.
“And I know there will be a load of kids go, ‘Ha, you see. There you are’.
Fine. Now go to school, learn science and do something about it.””
COP25: Parents plead for planet to be saved for their children (The
National)
“In an open declaration signed by 222 associations from 27 countries, the
concerned parents wrote: “Our children are being handed a broken world on
the verge of climate chaos and ecological breakdown.
“As parents, seeing this is agonising.””

Moral Calls for Action
At Madrid climate talks, Catholics work to provide 'moral perspective'
(Earth Beat)
“In a statement, the Vatican-based Caritas Internationalis said it was
taking a "call for unity, solidarity and justice" to COP25, at a time when
the Paris commitment to keep global warming below 1.5 degrees was not being
observed, and "robust rules" were needed to "ensure transparent and fair
counting of carbon emissions reductions" and better protection of indigenous
peoples.”
Climate crisis is 'challenge of civilisation', says pope (The Guardian)
““We must seriously ask ourselves if there is the political will to allocate
with honesty, responsibility and courage, more human, financial and
technological resources [to the climate crisis],” he said, in the pontifical
message, which was welcomed by activists.”
